Yes laydown area will be provided for materials in the contractor laydown are behind WH60. can we pull all the barrier plates at once or only half of them to leave at least 2 lanes open? Due to the current police manning they will not be able to support all barriers being down for an extended timeframe. We cannot close the entire North Gate for this project, lanes that are not having work performed will need to be open. Depending on the timeframe we are talking security may be able to support all of them removed at one time for sand blasting and painting as long as steel plates were installed so the lanes could remain open. Preferred method would be two lanes closed at one time on the main vehicle gate and one at each of the two sets for the truck gate or possibly one set at the truck gate and re-route the truck traffic through the other set. what type of barricading would you require once we remove the barrier plates? Road/Lane closed barricade w/sign for lane closure. Barrels, Cones , Tape and etc.… for the work area. Safety plan will have to be provided for approval prior to start of work. The frames that are embedded in concrete in the roadway, will they need to be sandblasted if they are galvanized? We wouldn't want to remove the galvanization with sandblasting. RFP extended through 14 February 2022 at 5:00PM Eastern.*** ***The fiber between the control panels and the HPU’s will be installed by the contractor. It’s approximately 400’ from the guard booths for regular vehicle traffic and approximately 135’-150’ feet for the truck entrance. The government will not run this fiber since it doesn’t touch the government network and is an independent system.*** ***Update: Alternate NAICS acceptable on proposal if needed to satisfy the terms of the SOW.*** ***As part of this project all of the barrier control panels shall be replaced with new so that their will not be any integration issues between new and old panels. All of the new control panels are to communicate via fiber as per the SOW.*** Combined Synopsis/Solicitation Defense Supply Center Richmond (DSCR) North Gate Barriers – Delta DSC501 Wedge Barriers This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR Part 13, as supplemented with additional information included in this notice. The solicitation number SP4703-22-R-0001 is issued as a request for proposal (RFP). The resulting contract will be a firm-fixed price contract. The contract length is approximately 180 days from the issuance of a Notice to Proceed (NTP). This acquisition is unrestricted, full and open competition. The North American Industry Classification System (NAICS) Code is 811310 (Special Industry Machinery). The small business size standard is $8M. Department of Labor Wage Determination based on location of the service provided (Chesterfield County, VA). Partial proposals will not be accepted. 1. SCOPE Delta DSC501 Wedge Barriers • Sand blast and repaint (8) DSC501 wedges inside and out • Replace all hydraulic lines, chains, pins, skirts and skirt lights, limit switches, hydraulic cylinders, and wiring for limits back to HPUs • Replace access plates over the hydraulic connection pits. • Replace 3 total HPUs with updated version including cabinets as well • Replace heat trace inside of wedges • Replace limit switches with a more durable upgrade for wedges • Use existing pathways Non-Rated Replacement Drop Arms • Replace all 5 Bulwark drop arms with non-rated MagAuto units • Replace all communication wiring from drop arms to master control panels • Use existing pathways for wire. Custom Control Panels for Barriers • Replace 2 master control panels (1 at Inspection, 1 at North Gate) with updated versions like our current set ups • Replace 3 external EFO pushbutton stations for the barriers (these are mounted on drop arms) and add 2 more to the other 2 arms • Replace 3 BCPs with current set ups and install all new loops (2 per barrier) • Replace copper wire with fiber for comms • Replace 2 guard booth pushbutton panels • Install 3 local (overwatch) panels, 1 at each BCP/HPU • Will use existing pathways but replace all wiring • Provide written SOP • Provide operational training at each gate • Provide performance verification test per government protocols on each gate • 1 year of parts and labor warranty 2. BACKGROUND Delta wedge barriers installed at the North Gate were install in 2009 as part of the North Gate project. The barriers require repairs bring them back to a like new condition. This is required to maintain reliability of the barriers and provide required force protection. 3. OBJECTIVES To bring all 8 Delta DSC501 Wedge Barriers back to a like new condition and provide any required upgrades. Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation. Also refer to clauses and provisions includes in this notice. The contractor must be registered in the System for Award Management (SAM) prior to award.
