Preparation and Paining of Seven Static Aircraft Displays at Defense Supply Center Richmond This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR Part 13, as supplemented with additional information included in this notice. The solicitation number SP4703-21-Q-0047 is issued as a request for quote (RFQ). The resulting contract will be a firm-fixed price award. This acquisition is set-aside for 100% small businesses. The North American Industry Classification System (NAICS) Code is 238320 (Painting, Exterior Surface Sandblasting). The small business size standard is $16.5M. Department of Labor Wage Determination will be based on location of the service provided. Partial proposals will not be accepted. The purpose of this requirement is to prepare and paint seven (7) static aircraft on display at the Defense Supply Center Richmond (DSCR), 8000 Jefferson Davis Highway, Richmond, VA. Requirement must be completed as stated in the Statement of Work. The Period of Performance (POP) will be completion within 120 days from the issuance of the Notice to Proceed (NTP). Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation. Also refer to clauses and provisions includes in this notice. The contractor must be registered in the System for Award Management (SAM) prior to award.
