This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number SP4703-23-R-0014 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This acquisition will be procured other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 “Only one Responsible Source and no other supplies or services will satisfy agency requirements”. The North American Industry Classification System (NAICS) Code is 333517. The small business size standard is 500 Employees. This is a firm fixed-price (FFP) Contract. DLA requires the purchase of CleanLASER CL1000 Beam Switch Laser System for DLA Aviation IPE, Mechanicsburg NSA, PA requirements. Refer to attached Specifications for further details, a Requirement Overview is attached within the solicitation. Award will be made on a sole source basis to Adapt Laser Systems LLC (3PRL2). The Justification for other than full and open (J&A) is attached. However, any interested vendor may contact the Contract Specialist for any questions or additional information. The contractor must be registered in the System for Award Management (SAM) prior to award. If not already registered in SAM, go to System for Award Management (SAM) website www.sam.gov to register prior to submitting your quote. All inquiries must be submitted 5 working days prior to closing date. Proposals are due on September 27, 2023 at 2:00 PM, EST.
