SCOPE The purpose of this procurement is to provide services to inspect Stormwater Management Facilities (SWMFs) located at DSCR. Annual inspections of SWMFs are required under Section II.B.6.c.2 of the Municipal Separate Storm Sewer System (MS4) general permit (VAR040001) to ensure the SWMFs are functioning as designed to properly minimize storm water runoff and reduce pollutants. The Virginia Department of Environmental Quality (VDEQ) has provided guidance concerning the requirements for annual maintenance inspections that will be utilized to perform these inspections based on the type of SWMF installed. BACKGROUND DLA Installation Management Richmond operates on behalf of DSCR, which is a field activity of the DoD Defense Logistics Agency. DSCR is located 2.5 miles south of the City of Richmond in Chesterfield County, Virginia. DSCR has twenty-one (21) current SWMFs located at the installation that require annual inspections per MS4 permit requirements. OBJECTIVES The objective of this acquisition is to have a maximum of twenty-one (21) SWMFs inspected on an annual basis by “qualified personnel” as defined by the Virginia Stormwater Management Program (VSMP) regulations per 9VAC25-870-10. Inspections will be conducted in accordance with criteria listed on the Virginia Stormwater Best Management Plan (BMP) Clearinghouse sponsored by VDEQ and within the 1999 Virginia Stormwater Management Handbook published by the Virginia Department of Conservation and Recreation (DCR). The Contractor will provide an inspection report with a list of recommended corrective actions. A Contractor must have at least two (2) years of experience performing stormwater management facility inspections and must self-certify that they possess this experience.
