This procurement is for the acquisition of training and course materials to support the DLA Pathways to Career Excellence (PaCE) program in the Human Resources field. The projected requirement is displayed in Attachment 1 to this posting, consisting of thirteen different Human Resources Training Classes . The anticipated award will be an Indefinite Delivery Indefinite Quantity Contract (IDIQ). This acquisition is for services for which the Government does not possess any training material; therefore, the Government intends to solicit and contract with only sources that already have all courses developed. Offers must include a technical volume consisting of resumes for key personnel and details of each course. It is estimated that there will be 2 sessions for each class every year for a total of 26 sessions per year. Delivery schedule will be noted on the RFQ. FOB and Inspection and Acceptance information will be listed in the RFQ. The term will be a one-year base period with four, one-year options to be exercised at the discretion of the Government. The total duration (base plus option years) shall not exceed five years. Based upon Market Research, the Government is using the policies contained in Part 13.5, Simplified Procedures for Certain Commercial Items, in its solicitation. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, and delivery. The proposed contract is 100% Set-Aside for small businesses. The NAICS code is 611430 with size standard of $15 Million. All responsible sources may submit a proposal, which shall be considered by the agency. All offers shall be in the English language and in U.S. Dollars. The solicitation will be available approximately 07/08/24. Hard copies are not available. Anticipated Award Date: October 2024.
