The purpose of this requirement is to increase the effectiveness of the DHRS LER program, and to support the professional growth of the DHRS Human Resources Specialists (Labor and Employee Relations). This request procures a contract to provide formal training on conducting administrative inquiries and employment investigations. The requested training will provide the HR Specialists with the investigative skills to conduct investigations into misconduct allegations. The scope of this requirement is to obtain formal training on conducting an administrative investigation for up to 35 employees for DLA HQ, Fort Belvoir, VA, New Cumberland, PA, or Columbus, OH, as determined by DLA management. This course shall be taught by personnel with experience in the field of federal Administrative Investigations and provide proof of experience prior to the training. Period of Performance: One (1) base year plus four (4) option years. Vendor shall provide training 60 days from date of award. During these years the contractor will be performing the training classes (one per year) as follow: · Base year (1 (3 days) Class) - Fort Belvoir, VA · Option Year 1 (1 (3 days) Class) - New Cumberland, PA · Option Year 2 (1 (3 days) Class) - Columbus, Ohio · Option Year 3 (1 (3 days) Class) - Fort Belvoir, VA · Option Year 4 (1 (3 days) Class) - New Cumberland, PA Training must provide detailed instruction and experiential exercises on the following topics: · Substantive Basis (1 Day): o Why investigate o Discipline law and elements o Understanding charges of misconduct o Collecting penalty evidence o The law behind other types of administrative investigations o Reprisal investigations · Conducting the Investigation (1 Day): o Evidentiary principles o Witness rights o Union representation o Purpose of investigation o Preparing for the investigation o Role of the investigator o Planning the investigation o Beginning the interview o Conducting the interview o Handling difficult witnesses o Assessing evidence o Assessing credibility/lies o Body language o Gathering other evidence o Technology and investigations o High-profile case considerations · Writing and Presenting the Investigative Report (1 Day): o Organizing for the report o Establishing the chronology o Writing for your audience o Report writing style o Report writing conventions o Report organization o Collecting and analyzing feedback o Diagnosing gaps in investigation techniques o Managing resistance o Advising management with an authoritative voice o Minimizing legal liability o Testifying at hearings
