END AMENDMENT 0001 DESCRIPTION __________________________________________________________________________ ORGINAL SOLICITATION SP4702-22-Q-0022 DESCRIPTION: The scope of this requirement is for inspection services for the Fire Alarm / Mass Warning / and Mass Warning Notification systems at Defense Supply Center Columbus (DSCC), in Columbus, OH; to be accomplished in accordance with the Performance Work Statement. This RFQ is solicited as unrestricted, using full and open competition under FAR Parts 13 and 15. The government intends to award to the vendor submitting the lowest-priced technically acceptable quote. A mandatory site visit will be held at DSCC on 11AUG2022 (starting at 9am). Due to DSCC's HPCON status, there are special procedures in place to obtain access to the installation that are detailed in the solicitation. All questions regarding this RFQ shall be submitted by email to scott.wesseler@dla.mil no later than 22AUG2022 at 10:00 am EST.

This is a pre-solicitation notice for a Fire Alarm System inspection services requirement for the Fire Alarm/ Mass Notification (MNS) / Mass Warning Notification Systems (MWNS) located at DSCC Columbus. DLA intends to subsequently publish solicitation SP4702-22-Q-0022 on or around 7/29/2022 to fully describe the requirement, how interested parties should respond to the RFQ, and other pertinent information. DLA intends on soliciting this requirement using Full and Open Competition and LPTA procedures. Attendance at a site visit will be mandatory. This site visit should be on or around 8/9/2022 (this date will be established by the solicitation document). This requirement will task the succesful offeror with providing performance based testing/inspection services to ensure the building life safety systems achieve a 99 percent overall system reliability in response to an actual fire event. The Contractor shall be responsible for providing services in the following DSCC buildings: Buildings 1, 2, 4, 5, 6, 9, 10, 11, 14, 17, 18, 19, 20, 20A, 21, 21A, 22, 23, 27, 30, 31, 43, 44, 46, 47, 49, 52, 58, 61, 64, 65, 201, 301, 302, 306, 308, 314, and 507. DLA intends on placing the following key personnel requirements into the solicitation and any resulting contract (this list is not meant to be comprehensive): - The contractor shall provide all licenses required by the Local, State, and Federal Government for the work being conducted. Contractor personnel shall meet the requirements of UFC-3-600-02, Chapter 1-8 to be permitted to conduct testing/inspection at DSCC Columbus. - The contractor shall provide sufficient documentation of the certifications, licenses, and specific experience for all Program Managers (Safety Manager, Project Manager, Quality Control Manager, etc.). All Program Managers are required to have a minimum of three years of experience executing the designated program requirements. Safety Manager(s) shall have an OSHA 30 hour course certification. Key personnel designated for these assignments must be designated by the principle in writing.
