If you have not already done so, and would like the additional information for this solicitation, please provide full company name, CAGE Code, and Government contracts POC via email to the contracting officer, Ms. Julie Miller: julie.miller@dla.mil, and the contract specialist Mr. Trevor Webb: trevor.webb@dla.mil. ________________________________________________________________________________________________________ The attached Request for Proposal (RFP), SP4702-22-R-0002 and its associated attachments, is for the Fuels Depot System (FDS) - Asset Visibility (AV) requirement that was previously synopsized on this site on 21 January 2022 through 08 February 2022. This acquisition is for an Asset Visibility solution to replace the current FuelsManager® Defense IT infrastructure. This solution must provide end-to-end management of commodities stored by the US Military and DLA Energy. The solution must support all wholesale, retail, and aerospace facilities, of which process transactions from an initial data capture or manual posting to the financial system of record. The solution must provide accounting and tracking capabilities for all DoD and DLA Energy owned assets. The solution shall be deployed and supported in a Cloud hosted environment during Development, Stage and Production, as described in the Performance Work Statement (PWS). The Government anticipates award of a 10-year Firm-Fixed Price IDIQ contract that will consist of - Baseline commercial Application Modification/Testing/Production Delivery - Project Management and Oversight, Baseline commercial Application Modification/Testing/Production Delivery - Software Application Configuration and Testing, Sustainment and Maintenance - Project Management and Oversight, Sustainment and Maintenance - Software Application Maintenance and Technical Support, and Software Agreement contract line items as a result of this solicitation. All Offerors will need to provide the Contracting Officer, Ms. Julie Miller, and the Contract Specialist, Mr. Trevor Webb, with an email stating they are an interested party and would like additional information regarding this requirement, to julie.miller@dla.mil and trevor.webb@dla.mil. In the email the following information is required: full company name, Cage Code, and Government contracts POC. Each Offeror will be verified through the System of Award Management (SAM) as an active contractor eligible to receive Government contracts along with verification the company is not on the Excluded Parties Listing. After both items are verified and the company is determined to be in good standing, the PWS, the PWS attachments, the Contract Data Requirements Listings (CDRLs), the Past Performance Questionnaire, and the Pricing Matrix will be provided. A virtual pre-proposal conference is planned for all interested, viable Offerors that plan to submit a proposal in response to this RFP, on 05 April 2022 at 1400 (ET). This upcoming acquisition is for an Asset Visibility solution to replace the current FuelsManager® Defense IT infrastructure. This solution must provide end-to-end management of commodities stored by the US Military and DLA Energy. The solution must support all wholesale, retail, and aerospace facilities, of which process transactions from an initial data capture or manual posting to the financial system of record. The solution must provide accounting and tracking capabilities for all DoD and DLA Energy owned assets. The solution shall be deployed and supported in a Cloud hosted environment during Development, Stage and Production, including COOP Performance for this acquisition will require direct communications and technical assistance with primary Network Administrators including DLA Information Operations Information Assurance (IA), DOD and DLA Command and site Network Administrators and end-users. The awardee shall assist DOD and DLA administrators users and end users and resolve issues through timely, accurate, and coordinated processes corresponding to all aspects of DLA Energy’s business practices. These services shall support the sustainment of interfaces between current and future DLA applications, to include but not limited to Automated Tank Gauging (ATG), Automated Fuels Service Stations (AFSS), Mobile Automated Fuels Service Station (MAFSS), FuelsManager Defense (FMD), Electronic Point of Sale (EPoS) device, Automotive Information Module (AIM2) and Material Financial Control System (MFCS). The awardee shall work as part of an integrated team with Government personnel and other Government contractors supporting these applications. The Government is anticipating award of a Firm-Fixed Price contract with a base period of performance of 18 months, one (1) 6-month option period, and eight (8) 12-month option periods to be exercised at the Government’s discretion, for the potential of a contract of up to ten years. The base period is anticipated to contain up to two (2) contract line items (CLINs). One for Baseline commercial Application Modification / Testing / Production Delivery - Project Management and Oversight IUS 0004, and another for Baseline commercial Application Modification / Testing / Production Delivery - Software Application Configuration and Testing IUS 0002. The option periods are anticipated to contain up to three (3) CLINS. One for Sustainment and Maintenance - Project Management and Oversight IUS 0004, another for Sustainment and Maintenance – Software Application Maintenance and Technical Support IUS 0003, and another for Software Agreement IUS 0003. The primary place of performance will be at the contractor specified site and/or Off-Site. Personnel shall be available to periodically support meetings at HQ DLA (Fort Belvoir, VA) and/or other field locations based on project needs.
