DLA is running a Commercial Solutions Opening (CSO) under 10 U.S.C. § 3458 and DFARS Subpart 212.70 to acquire innovative commercial technologies, products, or services through Solution Briefs submitted against published Areas of Interest (AOIs) on a rolling basis over a 2026–2031 framework. Awards will be fixed-price and may be structured as Other Transaction (OT) agreements for prototype projects, FAR Part 12 commercial contracts, or DFARS commercial contracts, with potential follow-on production without further competition if the prototype is successfully completed. Solution Briefs are evaluated for technical feasibility, importance to agency programs, and viability, including cybersecurity, policy, and regulatory compatibility. Selected offerors may be invited to a pitch, a full proposal, or direct award negotiations, and DLA may modify, open, or close AOIs or the CSO at its discretion. DLA does not fund proposal preparation, pitch presentations, full proposal development, or travel costs; funding is only authorized upon execution of a mutually signed contract or agreement.
