Q1. Can you provide us with the Intermec/Honeywell part numbers that coincide with each CLIN? (A1) No, the government doesn’t have that information. The SOW has the salient characteristics listed that each Labels & Ribbons must meet. Q2. Is this a custom label requirement? (A2) No, these items are considered commercial items. Q3. Would you accept an equivalent brand? (A3) Yes, however you must be in compliance with FAR 52.219-33 Nonmanufacturer Rule clause. Q4. Who was the previous awarded vendor and contract amount for the past 5 years? (A4) Tri-Star Labels Inc. CAGE code 1PF68. The total contract award amount will not be provided in this format because it may potentially create confusion with quoting. Offerors are cautioned that the previous award amount is not relevant to the current solicitation. Q5. Please confirm that the 1/8” on all four sides is correct. Standard is 1/16” perf sides and 1/8” short side. (A5) Confirming the industry standard is appropriate. Q6. Will the FAR economic price adjustment clause be added to each Option Year? (A6) No, the government doesn’t anticipate significant fluctuations in labor or material costs that would facilitate the need for an economic price adjustment clause. Q.7 CLIN 0006 and CLIN 0012 list thermal transfer labels for the RL4 printers. We believe the RL4 printers are strictly direct thermal. Would it be possible to confirm that these labels should be Direct Thermal vs Thermal Transfer? (A7) Confirming these labels should be Direct Thermal, Labels and must be useable and sized for the RL4 printer. Q8. What is the minimum and maximum order of labels (per roll or per case), that each DLA location based on order history? (A8) The totals in the attachment 2 the price schedule are based off historical ordering history. FAR clause 52.216-19, Order Limitations in the posting lists the minimum and maximum order limitations. No other information is known or will be provided related to historical order amounts. Q9. Will the OCONUS location orders be shipped to the Consolidation Points or to APO and FPO addresses listed in the Disposition list? (A9) The OCONUS locations are the shipped direct to locations for the labels/ribbons (actual addresses of the Disposition Services site) Q10. For the ribbons, what is the core size and OD size for the rolls? (A10) Ribbons must be useable in an Intermec PD42G/PD43/PD SLIM printer. Q11. Are the ribbons wound in or out? (A11) Ribbons must be useable in an Intermec PD42G/PD43/PD SLIM printer. Q12. Are the labels wound in or out? (A12) Labels must be useable in an Intermec PD42G/PD43/PD SLIM printer. Q13. What do the color specifications entail? Example, “Label colors are Orange, Red, Yellow, Blue.” Does this mean there are four versions, each flood coated or preprinted with a different color, or are all four colors on one label as a preprint? Also, what do the inks need to withstand (chemicals, abrasion, moisture, UV light, etc.)? (A13) Label colors specify that when ordered the site can request different colors to fulfill the need at their site. Each entire roll is one color of labels. The ribbon ink needs to withstand weather elements as a lot of our property may be stored outside for months at a time. Q14. CLIN 0002 and CLIN 0008: Label colors Orange, Red, Yellow, Blue – Qty 640 rolls/year. Could you clarify if it is equal number of rolls of Orange, Red, Yellow, and Blue – that is 160 rolls of each color, for a total of 640 rolls? Or is it a different count per color? Or is it each label is made in four colors? (A14) 640 rolls/year is based off historical orders. Also, see answer to question thirteen (13) Q15. CLIN 0006 and CLIN 0012: Label color is white or yellow – Qty 10. Can either white or yellow be provided or DLA requires specific quantities of White and Yellow labels? (A15) Currently on the market the only available colors for CLIN 0006 and CLIN 0012 is white and yellow. This allows the site to order which ever color label roll that they are using at their specific site. Q16. For Ribbons CLIN 0004, 0005, 0010, 0011: Is there a specific requirement for the ink to be resistant to Chemical or Abrasion? Is there a specific wind direction or specific conditions that the Labels must survive? (A16) Labels must be useable in an Intermec PD42G/PD43/PD SLIM printer. Also, see answer to question thirteen (13) Q17. For Ribbons CLIN 0001, 0002, 0003, 0006, 0007, 0008, 0009, 0012: Is there a specific requirement for the ink to be resistant to Chemical or Abrasion? Does DLA have a monthly forecast for all the CLINs, or will it be a onetime purchase per year? Also, will DLA be ok with Minimum Order Quantity (MoQ) for each CLIN type if ordering labels and ribbons in smaller batches? (A18) We don’t have a monthly forecast. This contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. An IDIQ allows for the government to order more or less than the estimated amounts. Description: This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This is for a single award with a one-year base period and four one-year options. The required service is per the attached specifications, including its delivery timeframes. This procurement is a 100% Small Business Set-aside Solicitation with a North American Industry Classification System (NAICS) code of 339940, Small Business size standard is 750 employees. If the Contracting Officer does not conduct a reverse auction, award may be made on initial offers or following discussions. If the Contracting Officer decides to use line reverse auctioning to conduct price negotiations, the Contracting Officer will notify Offerors of this decision and the following applies: (1) The contracting officer may use reverse auction as the pricing technique during discussions to receive the final offered prices from each offeror. (2) During each round of reverse auction, the system displays the lowest offer price(s) unless the auction instructions are different. All offerors and authorized auction users see the displayed lowest price(s). This disclosure is anonymous and a generic identifier displays for the offeror. Generic identifiers include designators such as “offer A” or “lowest-priced offeror.” By submitting a proposal in response to the solicitation, offerors agree to participate in the reverse auction and that their prices may be disclosed, including to other offerors, during the reverse auction. (3) An offeror’s final auction price at the close of the reverse auction is considered its final price proposal revision. No price revisions will be accepted after the close of the reverse auction, unless the contracting officer decides that further discussions are needed and final price proposal revisions are again requested in accordance with Federal Acquisition Regulation (FAR) 15.307, or the contracting officer determines that it would be in the best interest of the Government to re-open the auction. (4) The contracting officer identifies participants to the DLA commercial reverse auction service provider. To be eligible for award and participate, the offeror must agree with terms and conditions of the entire solicitation and the commercial reverse auction service. The reverse auction pricing tool system administrator sends auction information in an email. The reverse auction system designates offers as "lead," meaning the current low price in that auction, or "not lead," meaning not the current low price in that auction. In the event of a tie offer, the reverse auction provider's system designates the first offer of that price as "lead" and the second or subsequent offer of that price as "not lead." If a tie offer is submitted and no evaluation factors other than price were identified in the solicitation or a low-price technically acceptable source selection is being used, the "Not Lead” offeror that submitted the tie offer must offer a changed price; otherwise its offer will be ineligible for award. If evaluation factors in addition to price were listed in the solicitation and a tradeoff source selection is being used, tie offers that are "Not Lead" will be considered and evaluated. (5) Offerors unable to enter pricing through the commercial reverse auction service provider’s system during a reverse auction must notify the contracting officer or designated representative immediately. The contracting officer may, at their sole discretion, extend or re-open the reverse auction if the reason for the offeror’s inability to enter pricing is determined to be without fault on the part of the offeror and outside the offeror’s control. (6) Training. The commercial reverse auction service provider or government representative conducts training for offerors. Offerors receive training through written material, the commercial reverse auction service provider’s website, or other means. Trainers name employees successfully completing the training as a “Trained Offeror.” Only trained offerors may engage in a reverse auction. The contracting officer reserves the right to remove the “trained offeror” title from anyone who fails to obey the solicitation or commercial reverse auction service provider terms and conditions. INSTRUCTIONS TO OFFERORS: Submit quotes by email to chad.hankins@dla.mil no later than July 31st, 2023, at 12:00 P.M. Eastern Time. Attention should be noted to FAR 52.212-1(f), concerning late submissions. The offeror bears the risk of non-receipt of any email transmissions and should ensure that all pages of the quote have been received by the designated office before the deadline indicated. Email submissions by 5:00 pm one business day prior to the due date and time are encouraged to reduce the possibility of server or other cyber-related delays that may render your response as ineligible for consideration. Quotes are to include: 1. The bid schedule is attached and responding firms are required to complete and return the price schedule for the line items. 2. All offerors shall submit a technical package that confirms the label and ribbons quoted/proposed meet the technical specifications listed in the Statement of Work (SOW). The technical package will be reviewed for technical acceptability. The specifications shall be detailed and complete to verify that all salient characteristics are met in accordance with SOW. 3. Offerors shall provide the actual manufacture for each label and ribbon submitted in their technical package. This information is required to determine compliance with FAR 52.219-33 Nonmanufacturer Rule clause. 4. Offerors shall provide the applicable CAGE code and Unique entity identifier number with their bid submission. The information located in FAR 52.212-3 (Offerors Representations and Certifications) must be current on SAM.gov at the time of quote submission. Any solicitation questions shall be submitted no later than July 20th, 2023 at 12:00 PM Eastern Time. In the event questions are received, a solicitation amendment will be posted to distribute the answers prior to the closing date of the solicitation. The Government is not responsible for answering questions received after this deadline. EVALUATION: Quotations will be evaluated on a Lowest-Priced Technically-Acceptable basis (LTPA). Award will be made to firm that offers the lowest total cost to the Government for the entire requirement (inclusive of options, if any) after a pass/fail evaluation of the contractors technical package meeting or exceeding salient characteristics in the SOW.
