Can you tell me what sort of material would be submitted? (A1) Material will be mostly metal shot (roughly BB sized) from pyro-metallurgical separation (i.e., from smelting furnaces/crucibles). There will be a few ash samples from silver bearing film and rarely a corrosive chemical sample (used to dissolve precious metals from certain surfaces). Q2. Is this rock/core exploration samples, or concentrates, or bullion, or recycled materials, etc.? (A2) Samples are primary from the recovery of precious metals from pyro-metallurgical separation. There could be instances where we do have higher purity samples but are not “bullion” standard (i.e., 99.95%) Q3. Approximate grade or expected grades? (A3) Grades will range from 00.01 parts per thousand to 990.00 parts per thousands. There are no expected “grades” as they are un-pure and comingled with other metals (i.e., they are not rated at 22K, 18K, etc.). These are precious metal recoveries from various circuit cards, silver bearing film, silver batteries, precious metal powders and dental scrap. Q4. What are the sizes of the samples? (A4) The shot samples are small “bb’s” with each sample paper bag weighing approximately 50 grams. The ash samples shall be in a plastic secured container that will range from 40 grams to 300 grams of sample material. The corrosive type sample is a sealed half-gallon to gallon sized metal container. Q5. What form will the samples be in? (A5) Metal Shot is solid form. Ash is solid/powdery form. Corrosive chemical is liquid form. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This is for a single award with a one-year base period and four one-year options. The required service is per the attached specifications, including its delivery timeframes. This procurement is a 100% Small Business Set-aside Solicitation with a North American Industry Classification System (NAICS) code of 541380, Small Business size standard is $16.5 million. When the Government requires supplies or services covered by this contract in an amount of less than $200.00 the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract. (b) Maximum order. The Contractor is not obligated to honor- (1) Any order for a single item in excess of $20,000.00; (2) Any order for a combination of items in excess of $20,000.00; or (3) A series of orders from the same ordering office within 5 days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section. (c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section. (d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 5 days after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. (a) The Government may extend the term of this contract by written notice to the Contractor within 7 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 14 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 Years. The Government is not responsible for answering questions received after this deadline. EVALUATION: Quotations will be evaluated on a Lowest-Priced Technically-Acceptable basis (LTPA). Award will be made to firm that offers the lowest total cost to the Government for the entire requirement (inclusive of options, if any) after a pass/fail evaluation of the contractors provided Method of Analysis documentation.
