Offerors are cautioned to ensure they are using the updated PWS dated 17 FEB 23. 2. Answer the seven offeror questions: Q1. Is there any contamination associated with these blocks? (A1) No, there is no contamination associated with these keel blocks. Any such keel blocks were rejected back to the generator. Q2. Is it just the concrete being disposed of or are the attached railroad ties being disposed of as well and are the railroad ties considered contaminated (creosote)? If so, can we separate on-site to allow for disposal? (A2) No it’s not just the concrete, the service includes disposal of the railroad ties as part of the contract. Contractors are free to separate on-site to allow for disposal. Q3. Is this project phased out or can we perform this removal all in one mobilization? (A3) Not sure what is meant by project phase out, these keel blocks were received from a generator who had done a reset and need to divest the old keel blocks to make room for the new. The keel blocks are staged and ready for removal, contractors are responsible for the schedule and/or phases for removal. Work can be completed at any point within the planned 24-month period of performance. Q4. Do the crew/drivers have any orientations? (A4) The government doesn’t anticipate providing any crew/drivers orientations. Contractors are responsible for their crew and drivers. Q5. Are there only certain times we enter/exit gate? (A5) The recommended times to be on site would be 0730 hours. Recommend time to be off site is 1430 hours out the gate. Q6. Are there certain times of the day there is a lot of traffic? (A6) No, the Government accepts property from 0730 until around 1400. However, the keel blocks are staged in an area with very little traffic. The traffic is or will be when traveling from front gate to the staging area. Q7. Once keel blocks are removed does the contractor have to clean up all rubbish? Like the blocks that the keel blocks may be sitting on, or maybe broken concrete pieces, or debris? (A7) Yes, the contractor is responsible for broken concrete pieces and debris generated in performance of the contract. Also, see answer to question 2. (End of Amendment 1) This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This is for a 24-month single award without options. The required service is per the attached specifications, including its delivery timeframes. This procurement is a 100% Small Business Set-aside Solicitation with a North American Industry Classification System (NAICS) code of 562119, Small Business size standard is $47.0 million. The intent of this sources sought synopsis is to identify all small business, including qualified 8(a), Historically Underutilized Business Zone (HUBZONE), Woman Owned small business, and Service-Disabled Veteran-Owned small businesses, for the requirement described below. The scope of work requires the removal and disposal of approximately 2,200 tons of keel blocks composed of reinforced concrete at Joint Base Lewis-McChord (JBLM). There are approximately 630 keel blocks of varying dimensions and weights. Dimensions range from 80 inches long x 72 inches wide x 30 inches high to 48 inches long x 43 inches tall x 21 inches high. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition is in the Government's best interest. The Government intends to solicit proposals on sam.gov and award a Firm-Fixed Priced, Services Contract. The contract is anticipated to have a 24-month period of performance only.
