COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS/SERVICES This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. The required equipment is per the attached specifications, including its delivery timeframes. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is being issued as a request for quotation (RFQ) Evaluation (Addendum to FAR 52.212-2): DLA Disposition Services intends to award a single purchase order to the offeror whose quote conforms to all requirements of this solicitation. Quotations will be evaluated on a Lowest-Priced Technically acceptable basis. To be considered technically acceptable the offered end-item shall meet the minimum salient characteristics listed in the Statement of Work (SOW). Award will be made to responsible/responsive firm that offers the lowest price, technically acceptable offer. Technical acceptability will be rate on a pass/fail basis. To receive a pass rating, all salient characteristics shall be confirmed and demonstrated with product literature. If deviations from standard manufacturing designs to comply with salient characteristics, provide documentation to illustrate such. Small Business Set-Aside (Tiered Evaluation): This procurement will be set-aside 100% for Small Business if two or more offers are received in response to this solicitation. If less than two offers are received from small businesses, then this solicitation will be unrestricted IAW DFARS 215.203-70. The North American Industry Classification System (NAICS) code is 333318 with applicable threshold of 1,000 employees. Attachments Included: 1. The bid schedule is attached and responding firms are required to complete and return the bid schedule with pricing annotated. 2. Complete listing of CLIN 0001 specifications fully demonstrating that offered end-items meet the required specifications in the attachment. 3. Attach Product Literature to demonstrate technical acceptability, in addition to the salient characteristics table. 4. Offerors shall provide the applicable CAGE code and DUNS with their bid submission. 5. Offeror fill-in for all provisions including: FAR 52.212-3 (Offerors Representations and Certifications). (Attachment 2) Quotes are to be received no later than 3:00pm Eastern Standard Time on September 23, 2020 at erin.clore@dla.mil.
