No award will be made off this solicitation. Amendment 1 (2/2/2023) Amendment 1 is being issued to answer the below offeror questions. 1. The Powermax125 comes in either a 480V or 600V both are 3 phase. Which model did they want quoted? Response: The contractor is responsible to propose a plasma cutter that fits the minimum characteristics and match a generator and air compressor for system operation. The plasma cutter and air compressor shall be powered by the same generator. 2. Also I see 30 nozzles, do they want 125 amp nozzles quoted? Response: We require nozzles for the quoted plasma cutting system, if that is the Powermax125 then yes. If it is something greater than the Powermax 125 then nozzles should be for that machine. 3. I also see gouging nozzles, do they want Max Control or Max Removal quoted? Response: Max Removal. This will ensure maximum material displacement when performing demilitarization. 4. What cutting capacity (in inches) is required for the plasma cutter? Response: The minimum cutting capacity shall be 2”. 5. What gouging capacity (lbs/hr) is required for the plasma cutter? Response: Gouging is used for “sloppy” cuts when performing DEMIL. DLA doesn’t measure lbs per hour like industry does. 6. Does the generator need to be trailer-mounted or skid-mounted? Response: The generator shall be skid mounted. 7. The statement of work states that the generator must be capable of operating on “other than low-sulfur diesel fuel.” Does this mean that the generator must be gasoline powered? Response: No, the generator needs to be Diesel but capable of operating on military standardized fuels which are non-compliant for use in tier 4 engines. The engine shall be an “export” tier 3 model capable of running on JP8, JP5 and non-ULS Diesel. DLA Disposition Services Plasma Cutting Systems This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12. FAR 13.5 is being utilized. This is for a single award Indefinite Delivery / Indefinite Quantity (IDIQ) contract with a 12-month base period and four 12-month options. The required equipment is per the attached specifications, including its delivery timeframes. The following clauses will be included into the award: FAR 52.212-4, Contract Terms and Conditions Commercial Item; Far 52.212-5, Contract Terms and Conditions required to implement statutes or Executive Orders Commercial items. Offeror must submit Representations and Certifications (FAR 52.212-3). If an offeror has completed the annual representations and certificates electronically the offeror shall complete only paragraph (b) of this provision. Quotes are to be received no later than 2:00 p.m. Eastern Standard U.S. Time on the above specified date, via email only to the designated Contracting Officer. See Attachment for the Price Schedule and Specifications/Additional Terms. All contractor performance shall be in a safe manner, and in compliance with all applicable Federal, state, and local laws and regulations, and all installation policies. Any/all required documentation and service-related requirements including installation access are the responsibility of the contractor, with coordination as necessary with the site POC. Deliveries must be performed during normal installation work hours which are available from the above POC, excluding Federal holidays.
