This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is SP4510-20-Q-1001 and is being issued as a Request for Quoted (RFQ). This solicitation document and incorporated provisions and clauses are in effect through the Federal Acquisition Circular (FAC) 2020-03. This is a 100% Unrestricted and the NAICS Code is 561700 with a size standard of $19,500,000. Offerors, and all proposed. subcontractors, must be registered online at the Joint Contingency Contracting System (JCCS) website in order to be eligible for award. Defense Logistics Agency: Disposition Services is requesting the following item CLIN Description Quantity Unit of Measure 0001 Custodial Cleaning Services 1 Unit (base year) 1001 Custodial Cleaning Services 1 Unit option year 1) 2001 Custodial Cleaning Service 1 Unit (option year 2 3001 Custodial Cleaning Services 1 Unit (option year 3) 4001 Custodial Cleaning Services 1 Unit (option year 4) Please see attached Performance Work Statement (PWS) and attachments for detailed requirement of requested services. Period of Performance is anticipated to be 3/17/2020-3/16/2021 with four option years. Work is expected to be on Camp Arifjan, Kuwait. 6. Efficiency in Competition: Offerors are advised that the Government may not evaluate the past performance proposals of all offerors under this RFQ. The government will first review the total evaluated price of all proposals received. The past performance proposals of those offerors whose pricing is determined by the Contracting Officer to be most competitive may be reviewed prior to, or instead of, other past performance proposals received. Based on the initial review of these past performance proposals, the government may not evaluate the past performance proposals of other offerors, whose total evaluated pricing was higher than that of one already evaluated and already assigned the highest possible past performance rating. This would occur when the Contracting Officer determines that any possible past performance superiority of an unevaluated (and higher priced) past performance proposal, over (a lower priced) one that was already evaluated and assigned the highest possible past performance rating, would not warrant any additional price premium. 7.
