The government is seeking qualified small businesses—including 8(a), HUBZone, woman-owned, and service-disabled veteran-owned firms—for hazardous and non-hazardous waste transportation, disposal, and related special services in and around Hill AFB, Utah. The scope covers RCRA/non-RCRA wastes, batteries, compressed gas cylinders, PFAS/AFFF-related waste, PCBs, reactive/toxic waste, sampling and analysis, industrial cleaning, equipment rentals, and expedited removals. The anticipated contract is a commercial firm-fixed-price IDIQ with a 30-month base period and one 30-month option period. Offerors must comply with FAR 52.219-14 limitations on subcontracting, including not paying more than 50% to non-similarly-situated subcontractors, and must use approved TSDFs from DLA’s Qualified Facilities List; noncompliance may trigger a minimum $500,000 fine.
