This Sources Sought seeks qualified small businesses—including 8(a), HUBZone, woman-owned, and service-disabled veteran-owned—for hazardous/non-hazardous waste collection, storage, processing, transportation, treatment, and disposal, plus special services such as sampling/analysis, industrial cleaning, lab/loose packs, rolloff/vacuum/FRAC tank rentals, and expedited removals in and around Rheinland-Pfalz. Performance must comply with local, state, DoD, and federal regulations, and all Treatment, Storage, Disposal Facilities used must be on DLA’s Qualified Facilities List. The Government anticipates a Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity services contract with a 30-month base period and one 30-month option period, supported by draft price schedule and PWS documents. FAR 52.219-14 Limitations on Subcontracting (Class Deviation 2021-O0008) would require the contractor not to pay more than 50% of Government payments to non-similarly situated subcontractors, with a minimum $500,000 fine for noncompliance, and the Government notes most RCRA TSDFs are large businesses and disposal costs are significant, making compliance potentially difficult for small businesses. Interested firms should submit a capabilities package—or, if unable to meet the subcontracting limitation, a Notification of Interest—demonstrating relevant experience, small-business status, ability to comply, and TSDF listings.
