The government seeks qualified small businesses—specifically 8(a), HUBZone, woman-owned, and service-disabled veteran-owned—for hazardous and non-hazardous waste transportation and disposal in and around Joint Base Lewis-McChord, covering about 78 pickup points in Washington and Oregon. The scope includes RCRA/non-RCRA wastes, batteries, compressed gas cylinders, flammables, demil-required waste, PCBs, AFFF/PFAS-related waste, recycling, reactive, toxic, and corrosive wastes, plus sampling/analysis, industrial cleaning, lab packs, rolloff/vacuum/FRAC tank rentals, expedited removals, and requested supplies. Performance is subject to FAR 52.219-14 limitations on subcontracting, generally capping subcontracting to non-similarly situated entities at 50% of government payments, with a minimum $500,000 fine for noncompliance. The government intends to award a firm-fixed-price IDIQ services contract with one 30-month base period and one 30-month option period. Because most RCRA TSDFs are large businesses and all TSDFs must be on the DLA Qualified Facilities List, there is a recognized probability that a small business could pay more than 50% of contract cost to large businesses; interested firms must demonstrate relevant experience and ability to comply, while firms that can perform without the limitation may submit a simpler notification of interest.
