Amendment 5 The purpose of this amendment is to update Attachment 1 Price Schedule to reflect revised quantities and to answer the below questions. Question: Will the Government consider delivering both the Unsymmetrical Dimethyl Hydrazine, or (“UDMH”) and Dinitrogen Tetroxide (“N2O4”) in 55-gallon steel drums as opposed to 2,400-gallon tankers and 700-gallon tanks, respectively? No, the government will use the 2,400 gallon tankers as described in the PWS. Question: In RFP Attachment 3 - Instructions to Offerors, the RFP states that Volume I (Proposal Certifications and Price Schedule) " shall contain ... (iii) The completed DLA Disposition Services - Contractor Representative." Can the Government confirm that the DLA Disposition Services - Contractor Representative is referring to Section 6.4 of RFP Attachment 2 – Revised PWS. Yes, this is what the Government is requiring. Question: In Section 0.0 - Performance Work Statement of RFP Attachment 2 – PWS, it states that "(d) a total number of sixteen (16) N2O4 bulk loads is estimated for delivery to the TSDF, based on the current estimated inventory of 9,822 gallons and maximum of 630 gallons per 700-gallon tank." Within RFP Attachment 1 -Price Schedule, CLIN 1299SV relates to the rinsing of the 700-gallon tanks and states that the estimated quantity is 7. Based on our understanding, each tank is only expected to be rinsed, " ... when the vessel is no longer designated for subsequent shipment of wastes under this contract, or when such service is a prerequisite for tank testing as performed by the Government (RTC and DLA Energy) upon return of the fully drained vessel." Can the Government confirm that (1) the quantity of seven (7) 700-gallon tank rinses listed in CLIN 1299SV of RFP Attachment I - Price Schedule is correct and (2) that an expected seven tanks will be used to complete the estimated (16) shipments, assuming each tank is rinsed once? There is a total of six (6) 700-gal tanks currently in service for the 16 shipments of N2O4 under this project. All are currently full (approx. 630 gal each) and will require testing upon initial return to Redstone Arsenal (RSA). Therefore, each of these tanks will require rinsing following their first offload at the TSDF. The tanks will be tested upon their return at RSA. Then, some or all of them will be used to ship the remaining 10 loads. The Government intends to then order a rinsing service only when an offloaded tank is no longer destined for subsequent shipments under this contract. RTC has asked DLA to change the estimated quantity of CLIN 1299SV on the price schedule from seven (7) to twelve (12). Can the Government confirm that (1) each unique tank will only be rinsed one time when the tank is not planned for any further shipments and (2) the tanks are not expected to be rinsed after each delivery? (1) Each tank will be rinsed following first usage to enable the testing of the tank. Each tank may then be used for multiple shipments and must be rinsed on its final usage under this contract. (2) Therefore, there will be some cases where a tank will be utilized for more than one shipment and will not require rinsing after each delivery. Question: Similarly, within Section 0.0 - Performance Work Statement of RFP Attachment 2 -PWS, it states that "(c) a total number of four (4) UDMH bulk loads is estimated for delivery to the TSDF, based on the current estimated inventory of 8,526 gallons and maximum of 2,1 60 gallons per 2,400-gallon tanker". Within RFP Attachment 1 - Price Schedule, CLIN 1298SV relates to the rinsing of the 2,400-gallon tankers and states that the estimated quantity is 2. Based on our understanding, each tanker is only expected to be rinsed, " ... when the vessel is no longer designated for subsequent shipment of wastes under this contract, or when such service is a prerequisite for tank testing as performed by the Government (RTC and DLA Energy) upon return of the fully drained vessel." Can the Government confirm that (1) the quantity of two (2) 2,400-gallon tanker rinses listed in CLIN 1298SV of RFP Attachment 1 - Price Schedule is correct and (2) that an expected two tankers will be used to complete the estimated (16) shipments, assuming each tanker is rinsed once? The Government estimates there will be two rinsing services ordered under CLIN 1298SV. Per PWS Section 0.0(c), it is estimated there will only be four (4) shipments of UDMH with a maximum of 2,160 gallons per 2,400-gal tankers. Can the Government confirm that (1) each unique tanker will only be rinsed one time when the tank is not planned for any further shipments and (2) the tankers are not expected to be rinsed after each delivery? (1) That is the plan. There are two (2) 2,400-gal tankers currently in service for the four (4) shipments of UDMH under this project. (2) Each tanker will likely be used for two shipments and will require rinsing only after the second delivery. Question: Per Section 1.1 - Pre-Delivery within RFP Attachment 2 - Performance Work Statement, it states that " the Government (Garrison Environmental Office) will prepare and provide all required shipping documents." Can the Government please confirm that it is the Government's responsibility for purposes of this contract to provide all shipping documents (i.e., shipping labels, manifests, etc.)? Per PWS Section 1.1, the Gov’t will prepare, and the Contractor will review all shipping documents prior to shipment. Per PWS Section 0.0(f), prior to initial shipment, the Contractor will provide the Contracting Officer Representative (COR) (fwd to Garrison Environmental) a template LDR Form for each designated TSDF. Question: Can the Government please clarify the length of time that the Contractor must drain each of the vessels of the subject waste materials before it returns them to the Government via the Government's supplied transport company. Also as applicable, if the vessels require the "rinse" to be performed, what impact does this have on the length of time the Contractor has before the vessel is returned to the Government via the Government's transport company. Per PWS Section 1.2.6(d) (Offloading), the rate at which the waste (and rinsate, when applicable) is destroyed will be determined by the Contractor but will be IAW Section 7. Per PWS Section 7.0(b), the standard time to complete destructive treatment of waste (and rinsates, when rinsing services are ordered) under each TO is not to exceed 45 calendar days following acceptance of waste shipment at the TSDF. Per PWS Section 1.2.6(d), the Government acknowledges that operational anomalies may occur at the TSDF. The Contractor will notify the COR immediately upon determining that deviations from the schedule are necessary. The Government’s goal is for the TSDF to process each load of HW safely and completely, and then to have each conveyance vessel returned to the Government transporter with minimal delays. Question: Based on the above questions and the necessary amount of time to incorporate the clarifications provided by the Government, would the Government please extend the due date for these proposals by another week to a due date of September 21, 2021. Yes. The solicitation will be extended by another week, until 3:00 pm on September 21, 2021. Question: Is the concentration of Dimethylhydrazine < or = 10%? The concentration of the UDMH is approximately 99%. Question: How many of the 700 Gallon tanks are you all planning to ship at one time? At the Contractor’s request, the Government can ship up six (6) tanks at one time (using multiple conveyance vehicles). Question: Would the site consider putting the dinitrogen tetroxide into 1-ton cylinders? No, the Gov’t will not repackage either waste stream. Question: Will the Government consider delivering both the Unsymmetrical Dimethyl Hydrazine, or (“UDMH”) and Dinitrogen Tetroxide (“N2O4”) in 55-gallon steel drums as opposed to 2,400-gallon tankers and 700-gallon tanks, respectively? Due to poison inhalation hazards associated with the specific waste streams required by this contract, our treatment storage and disposal facility (“TSDF”) procedures prohibit the on-site transfer of bulk waste into 55-gallon steel drums, which is required for incineration at our proposed facility. It is industry standard for these types of waste materials to be transported in sealed 55-gallon steel drums between the point of origin and the TSDF. There is an added benefit to the Government to shipping the specific waste via the 55-gallon steel drums in that this is a much cheaper and cost-effective alternative; this will eliminate the need for the specialty tanks/tankers and eliminate the need for the rinsing services required under CLINs 1298SV and 1299SV. It would be our recommendation to the Government, if transportation of the subject waste by 55-gallon steel drums is acceptable, for the hazardous waste to be shipped using steel overpack containers to provide added safety during the transport of the waste. The steel overpack containers can be re-used multiple times by the Government over the course of this contract. Accordingly, we are requesting the Government to consider changing the Performance Work Statement (“PWS”), to specify the transport of the subject waste materials via 55-gallon steel drums with steel overpacks, in lieu of the current special tanks/vessels that are currently required. No. DLA appreciates the suggestion to containerize the subject waste streams into 55-gal drums for ease of handling at the TSDF(s). However, this approach was thoroughly vetted for use under the current DLA HW Disposal Contract servicing Redstone Arsenal (RSA) and was deemed unsafe and impractical for the Government and/or its Contractor to perform on site. Amendment 4 This amendment will extend the closing date to September 21, 2021 at 3:00p.m. Eastern Standard Time. Amendment 3 This amendment will extend the closing date to September 14, 2021 at 3:00p.m. Eastern Standard Time. Amendment 2 This amendment will extend the closing date to August 31, 2021 at 3:00p.m. Eastern Standard Time. Amendment 1 This amendment will extend the closing date to August 23, 2021 at 3:00p.m. Eastern Standard Time and also addresses received comments/questions related to the proposed project. Question: I am a small owner operator fleet. Will 1-2 trucks fulfill this contract? Or is this contract covering multiple facilities? Thank you for your time and swift reply. Answer: The Government will provide their own transportation for this requirement as outlined in section 1.0 of the attached PWS. Question: Both facilities we will be using to manage 1 of each of these items would like the diagrams of the vessels the government will be transporting in. Specifically they want to see the valving they need to attach too and also the man ways for the rinsing. They both need to understand the access to the vessels. Answer: Please see the uploaded diagrams for this information. Question: I see you have written a 30 day performance standard to the TO execution. With the capacity issues we are all having there is going to need to be leniency on this standard. More like once the COR and contractor have a committed slot from the facility the TO will be issue. We already know that due to the complexity of the Dinitrogen tetroxide compound not more than 1 unit can ship at a time and each unit will take over 30 days to properly treat. With this request involving two very high hazardous, reactive and IDLH characteristic compounds scheduling will be a delicate balance. Please advise. Answer: Section 0.0 of the PWS has been revised to add subparts P through T to address the concerns. Please see attached PWS. Concern: Need the 700 gallon tanks shipped on a flatbed trailer, our facility needs to lift off and a van trailer is not usable. Response: In accordance with the special permit issued, the waste must be transported in a closed van trailer. PWS section 1.2.4 has been revised to reflect this requirement. Concern: Document states that the government will provide the transportation- just need to ensure that the transporter is a registered hazardous waste hauler. Response: All transportation will occur within all required regulations and requirements for this type of hazardous waste. Combined Synopsis/Solicitation SP450021R0010 has been prepared in accordance with the procedures in FAR 12.603(c)(2)(i-xvi). Work will consist of the removal, transportation, and disposal of government generated hazardous and non-hazardous wastes located on military installation Redstone Arsenal, Alabama. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation SP450021R0010 is issued as a request for proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 Effective March 10, 2021. (iv) This acquisition is being issued as a full and open competition on an unrestricted basis; the associated NAICS code is 562211; the small business size standard is $41.5M. (v) See Attachment 1 for the Price Schedule. (vi) See Attachment 2 for a Description of the Requirement and PWS. (vii) The contract is anticipated to have a 30-month base period from 16 August 2021 to 16 February 2024 with no option period. (viii) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items applies to this acquisition. Be advised IAW FAR 52.212-1(g), the Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. See Attachment 4 for the Past Performance Questionnaire. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition, see Attachment 5.
