*Amendment 3* Extend to 8/7/2020 Updated- (Past Performance Only) Efficiency in Competition: Offerors are advised that the Government may not evaluate the entire proposal of all offerors under this solicitation. The Government will first review the total evaluated price of all proposals received. The past performance references of those offerors whose pricing is determined by the Contracting Officer to be most competitive may be reviewed prior to the past performance references of other proposals received. Based on the initial review of the past performance references, the Government may not evaluate the remaining past performance references received from other offerors, whose total evaluated pricing was not determined most competitive by the Contracting Officer. This would occur when the Contracting Officer determines that any possible past performance superiority of an unevaluated and higher priced proposal, over a lower priced proposal that was already evaluated and assigned at least a “Satisfactory” rating, would not be most advantageous to the Government. *Amendment 2* Extend to 8/5/2020 *Amendment 1* Changes to sections: (vii) The contract is anticipated to have a 12?month base period and four (4) 12? month option periods. Attachment 1- Price Schedule *Updated Attachment 2- PWS *Updated Attachment 7- Q&A Responses ________________________________________________________________________________ Combined Synopsis/Solicitation SP450020R0006 has been prepared in accordance with the procedures in FAR 12.603(c)(2)(i?xvi). Work will consist of the removal, transportation, and disposal of government generated hazardous and non?hazardous wastes located on military installations in and around Afghanistan. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation SP450020R0006 is issued as a request for proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 effective June 5, 2020. (iv) This acquisition is being issued as a full and open competition on an unrestricted basis; the associated NAICS code is 562211. (v) See Attachment 1 for the Price Schedule. (vi) See Attachment 2 for a Description of the Requirement and PWS. (vii) The contract is anticipated to have a 30?month base period from October 2020 to April 2023 and a 30? month option period April 2023 to Sep 2025. (viii) The provision at FAR 52.212?1, Instructions to Offerors ?? Commercial, applies to this acquisition. See Attachment 5 for addenda to the provision and Attachment 6 for the Past Performance Questionnaire. (ix) The provision at 52.212?2, Evaluation ?? Commercial Items, applies to this acquisition.
