Combined Synopsis/Solicitation SP450026R0006 has been prepared in accordance with the procedures in FAR 12.603(c)(2)(i?xvi). Work under this contract will consist primarily of the removal, transportation, and disposal of electronic waste. The electronic waste is generated at the United States (U.S.) Department of Defense (DoD) installation located at Incirlik Air Base. The following additional information is provided in accordance with FAR 12.603(c)(2). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation SP450026R0006 is issued as a Request for Proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06, effective October 1, 2025. (iv) This acquisition is being issued as full and open competition on an unrestricted basis; the associated NAICS code 562211. Final Governing Standards Turkey 2025 applies and can be found as Attachment 11. Contractors should already be registered to do business in Turkey. (See Attachment 2, PWS 1.1.1a Permits and Special Requirements.) (v) See attachment 1 for the Price Schedule. (vi) See the solicitation for a description of the requirement, especially the Performance Work Statement (PWS) (Attachment 2) which outlines the details of the removal. (vii) The contract will have one 30-month period starting approximately 1 January 2026 to 30 June 2028. Pick up locations are on Incirlik Air Base.
