This requirement is 100% set-aside for small business and is for the purchase of contractor provided warehouse and distribution services to include all management, personnel, supervision, materials, tools, equipment, transportation, and any other items and/or services as outlined in the Performance Work Statement. Any contract resulting from this solicitation will be awarded as an Indefinite Delivery Indefinite Quantity contract covering an up to ten-year ordering period. This shall be a hybrid contract with Firm-Fixed-Price, Cost-Reimbursement No Fee, and Cost-Plus-Fixed-Fee line items. The place of performance is the Territory of Guam. UPDATE-5/25/2023: Please see the attached Pre-Propoal Conference Slides. There are 3 updates from the PPC slides as presented from the PPC on Wednesday 5/24/2023. First revision is on slide #40, Language was changed from: the CBA will apply to: the CBA will prevail when talking about discrepancies between the WD and the CBA. Second revision is on slide #42, The language concerning restricted access documents has been revised (language was that vendors would request access for these docs via DoD Safe). The Technical Library documents along with the SOPs and planographs have been posted to sam.gov along with the RFP and RFP attachments. The last revision is on slide #115 where Hazardous Material Management was listed as subfactor (b) under Evaluation Factor 2. This was a mistake, There is no such subfactor. Subfactor (b) is quality control, correction has been made. In addition, the PPC agenda and PPC registered attendee list from private industry is now also being posted and the secondary POC has been updated.
