DLA Distribution has a requirement for Contractor-Owned/Contractor-Operated (COCO) warehouse and distribution operations in Bahrain, identified as DLA Distribution Bahrain. The contractor will provide all facilities, labor, and material in accordance with the tasks outlined in the Performance Work Statement (PWS), exclusive of government furnished supplies or services. The contractor currently performing similar warehousing services at DLA Distribution Bahrain is GENCO Infrastructure Solutions, Inc., under Contract SP3300-18-D-5003. The last day of the ordering period is currently February 28, 2023. The primary mission of the Bahrain Distribution Center is to manage and execute efficient and effective receiving, storage, inventory, packaging, Care of Supplies in Storage (COSIS), stock control, stock selection, issue processing, packing, shipping, and distribution of repair parts and secondary items in support of local, and worldwide customers. This requirement is for an Indefinite Delivery Indefinite Quantity contract with a total ordering period of eight-years, which includes a five-year base period and one, three-year option period. It is anticipated that the first task order period of performance will be twelve months, inclusive of an eight-month transition period. The estimated ordering periods for this requirement are shown below. Ordering Year 1*: July 1, 2022 – June 30, 2023 Ordering Year 2: July 1, 2023 – June 30, 2024 Ordering Year 3: July 1, 2024 – June 30, 2025 Ordering Year 4: July 1, 2025 – June 30, 2026 Ordering Year 5: July 1, 2026 – June 30, 2027 Option Ordering Year 6: July 1, 2027 – June 30, 2028 Option Ordering Year 7: July 1, 2028 – June 30, 2029 Option Ordering Year 8: July 1, 2029 – June 30, 2030 *Includes eight-month transition period This acquisition will be solicited as an unrestricted procurement under FAR Part 15, Contracting by Negotiation. Contract award will be made on the basis of competition. All responsible sources may submit a proposal which will be considered by the agency. It is anticipated that contract award will be made in June 2022. The NAICS code and Size Standard are 493110 and $30 million, respectively. All documents related to this notice will be posted to the SAM.gov website. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this pre-solicitation notice. There will be no advance notification of amendment/modification/solicitation issuance.
