This Request for Quotation (RFQ) is being issued to establish a Time & Materials / Labor Hour contract, for Repair and Maintenance Services of Government owned Material Handling Equipment (MHE) at DLA Distribution Red River, Texas (DDRT) located at Texarkana, TX. A Firm-Fixed Price CLIN will be incorporated for the Contractor Manpower Reporting requirement. Please see Statement of Work (SOW) for further details. The contractor shall provide Contractor Manpower Reporting on an Annual basis as described in the Statement of Work. The Government intends to award one (1) contract as a result of this RFQ and will be issued on a Standard Form (SF) 1449. This acquisition is not a Defense Priorities and Allocations System (DPAS) rated procurement. This RFQ is being solicited as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this project is 811310 – Commercial and Industrial Machinery and Equipment (Except Automotive and Electronic) Repair and Maintenance and the size standard is $8.0 Million. The Product or Service Code (PSC) for this acquisition is J039. PERIOD OF PERFORMANCE: The period of performance for this contract will be three (3) months: September 1, 2020 through November 30, 2020 ESTIMATED QUANTITIES: The quantities shown in the Schedule of Services are estimated only. They represent the Government’s best-known estimate for services. Payment will only be for the actual services provided to the Government at the hourly rate specified. If the Government requirements do not result in the quantities estimated; such event shall not constitute the basis for an equitable price adjustment under the contract. This requirement is subject to the Service Contract Act. Wage Determination No. 2015-5146 Revision No.12 dated 6/26/2020, provided as Attachment 4. Pursuant to FAR 52.222-42, Statement of Equivalent Rates for Federal Hires, the following data is provided for informational purposes only and is not a Wage Determination. The Wage Grade equivalent to this position is as follows: Heavy Equipment Mobile Mechanic = $26.32/hour The Contractor shall provide all labor, equipment, tools, materials, replacement parts, and supervision necessary to perform PM and CM on Government owned equipment located at the DLA Distribution Red River, Texas in accordance with (IAW) the terms and conditions specified herein. All references in this SOW to “Contractor personnel” include both Contractor employees and subcontractors. This is a non-personal services contract to provide PM and CM Support Services on MHE and Industrial Equipment at DLA Distribution Red River, Texas. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Government and the Contractor understand that the services to be provided under this contract by the Contractor are non-personal services and that no employer-employee relationship exists between the Government and the Contractor. The Government may provide technical direction, which will assist the Contractor in accomplishing the SOW; however, the Government will not control the methods used by the Contractor to perform the service requirements set forth in the SOW.
