Defense Logistics Agency (DLA) Distribution anticipates issuing an RFP to establish a Multiple Award Firm-Fixed-Price Delivery/Indefinite Quantity (ID/IQ) contract. The contracts will provide facility, equipment, supervision, and personnel to receive, store by lot, account for, and ship government-owned material to include operational rations. Product will be received and shipped as palletized loads, in truckload quantities. The primary mission of the Contractors is to plan, program, manage, and execute efficient and effective receiving, storage, inventory, stock control, stock selection, issue processing, shipping, and distribution of government-owned operational rations in support of worldwide customers. The ordering period of performance will be for a five (5) year base period with five (5), one (1) year option periods as follows: ESTIMATED Base Period: 12 November 2021 through 11 November 2026* Option Period One: 12 November 2026 through 11 November 2027 Option Period Two: 12 November 2027 through 11 November 2028 Option Period Three: 12 November 2028 through 11 November 2029 Option Period Four: 12 November 2029 through 11 November 2030 Option Period Five: 12 November 2030 through 11 November 2031 *Includes a 4-Month transition period This requirement will be solicited as a 100 percent small business set-aside, pursuant to a full and open competition after exclusion of sources under FAR Parts 12 and 15. It is anticipated that two contracts will be awarded from this solicitation. DLA Distribution is seeking offerors to perform the above functions which will be evaluated utilizing Lowest Price Technically Acceptable source selection procedures. DLA Distribution anticipates the solicitation will be released on or about 27 April 2021. The resultant contracts’ pricing arrangement will consist of a Firm-Fixed Price (FFP) Contract Line Item Numbers (CLINs) for receipt, storage, issue, and disposal. The North American Industry Classification System (NAICS) code for this project is 493120 and the size standard is $30.0 million. This is a follow-on contract to contract numbers SP3300-16-C-5005, SP3300-16-C-5006, for which the incumbents are Marengo Warehouse and Distribution, Inc. and AFH Logistics Services, LLC.
