DLA Distribution has a requirement to provide for distribution and warehousing services in Djibouti, identfied as DLA Distribution Djibouti, Africa. The requirement will be advertised under solicitation SP3300-20-R-5010. The scope of this requirement includes all management, personnel, and supervision, in addition to materiel, tools, equipment, transportation and any other items and services to meet the requirements. DLA Distribution Djibouti Africa’s primary mission is to plan, program, manage and execute efficient and effective receiving, storage, inventory, packaging, care of supplies in storage, stock control, stock selection, issue processing, packing, shipping, and the operation of a Central Receiving Point and Supply Support Activity for local and U.S. Africa Command customers. The requirement is for an Indefinite Delivery Indefinite Quantity contract with a five-year ordering period, which will include a four-month transition period. The estimated ordering periods for this requirement are shown below. Performance Period 1: August 1, 2021 – July 31, 2022* Performance Period 2: August 1, 2022 – July 31, 2023 Performance Period 3: August 1, 2023 – July 31, 2024 Performance Period 4: August 1, 2024 – July 31, 2025 Performance Period 5: August 1, 2025 – July 31, 2026 *Includes 4 month transition This acquisition will be solicited as an unrestricted procurement under FAR Part 15, Contracting by Negotiation. Contract award will be made on the basis of competition. All responsible sources may submit a proposal, which shall be considered by the agency. It is anticipated contract award will be made in July 2021. The NAICS code and Size Standard are 493110 and $30 million, respectively. All documents related to this notice will be posted to the beta.SAM.gov website. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this pre-solicitation notice. There will be no advance notification of amendment/modification/solicitation issuance.
