DLA anticipates issuing a sole-source modification to the existing EDC Modernization delivery order to Advantaged Solutions, Inc. for additional software development due to design gaps and additional OCM support. ASI has a general contractor on site and is already contracted to perform the installation and integration requirements, so awarding to another vendor would add complexity and require multiple mobilizations at increased cost. Under FAR 6.302-1, DLA states ASI is the only responsible source capable of providing these requirements at this time. The J&A for the modifications is being posted as part of this notice, and this is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this non-competitive action.
