In accordance with FAR 6.302-1, the Defense Logistics Agency (DLA) anticipates awarding a modification to existing Labor and Logistics Support Contract SP3300-16-D-5001 on a sole source basis to SAWTST, LLC; to plan, program, manage, and execute efficient and effective receipt processing, storage and warehousing operations, material issue and transportation, shipping, clerical, technical support, and information technology in support of Naval Sea Systems Command NAVSEA corporate shipyard customers. The modification extends the period of performance for a six (6) month period (1 January 2021 -30 June 2021) pursuant to FAR 52.217-8 Option to Extend Services. Due to unanticipated acquisition process delays, it has become necessary to modify existing contract SP3300-16-D-5001 to allow for uninterrupted Labor and Logistics Support Services through 30 June 2021. Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only SAWTST, LLC is capable of providing the services at this time; award to any other source will result in unacceptable delays and cause a disruption to DLA Distribution Norfolk at Portsmouth, VA, and DLA Land & Maritime at Norfolk Naval Shipyard, Portsmouth, VA activities. The modification to current contract SP3300-16-D-5001 will serve as a temporary solution to fulfill immediate mission requirements. The J&A for this extension of services will be posted as part of this notice once executed. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
