In accordance with FAR 6.302-1, the Defense Logistics Agency (DLA) anticipates awarding a modification to existing DLA Distribution Cherry Point, North Carolina (DDCN) Warehousing and Distribution Services contract SP3300-15-C-5004 on a sole source basis to Accent Controls, Inc. to have Accent Control's, Inc. lease a 50,000 gross square foot (GSF) contractor-owned contractor operated (COCO) warehouse facility for a seven (7) month period (8 July 2019 - 31 January 2020). DLA was formally assigned the North American S&D F-35 Mission on 4 January 2019. DLA Distribution was notified on 22 April 2019 that DDCN would be required to create 50,000 GSF to prepare for the F-35 warehousing mission scheduled to begin at DDCN on 31 December 2019. Due to space constraints at DDCN, it has become necessary to modify existing contract SP3300-15-C-5004 in preparation for the F-35 warehousing mission set to begin at DDCN on 31 December 2019. Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only Accent Controls, Inc. is capable of providing the services at this time; award to any other source will result in unacceptable delays and cause a disruption to the F-35 warehousing mission. The modification to current contract SP3300-15-C-5004 will serve as a temporary solution to fulfill immediate mission requirements. The J&A for this Distribution and Warehousing Service will be posted as part of this notice once executed. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.

In accordance with FAR 6.302-1, the Defense Logistics Agency (DLA) anticipates awarding a modification to existing DLA Distribution Cherry Point, North Carolina (DDCN) Warehousing and Distribution Services contract SP3300-15-C-5004 on a sole source basis to Accent Controls, Inc. to provide Warehousing and Distribution Services to the USMC AV-8B Program Held Material (PHM) currently stood up at a commercially owned and operated (COCO) warehouse in Newport, NC for a eleven (11) month period (1 March 2019 - 31 January 2020). Existing contract SP3300-15-C-5004 will be modified to allow for uninterrupted Warehousing and Distribution Services to the USMC AV-8B through 31 January 2020. Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only Accent Controls, Inc. is capable of providing the services at this time; award to any other source will result in unacceptable delays and cause a disruption to USMC's mission.
