In accordance with FAR 6.302-1, the Defense Logistics Agency (DLA) anticipates awarding a modification to existing DLA Distribution Cherry Point, North Carolina (DDCN) Warehousing and Distribution Services contract SP3300-15-C-5004 on a sole source basis to Accent Controls, Inc. to have Accent Control’s, Inc. lease an 100,000 gross square foot (GSF) contractor-owned contractor operated (COCO) warehouse facility for a four (4) month period (April 2020 – July 2020). This modification will incorporate additional commercially owned and operated (COCO) storage space into contract SP3300-15-C-5004. The Contractor shall provide DLA Distributions services within the commercially owned and operated (COCO) warehouse. The current contract contains a requirement for COCO covered storage for DDCN overflow stock, this requirement is to increase the amount of covered storage required from 53,000 to 155,000 SF. This requirement for additional commercially owned and operated space is new for DLA Distribution Cherry Point and is required to provide the additional covered storage necessary to facilitate the proper storage of DLA Distribution Cherry Point stock. Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only Accent Controls, Inc. is capable of providing the services; award to any other source will result in unacceptable delays and will cause the continuation of improper storage of materials at DDCN. The J&A for this Distribution and Warehousing Service will be posted as part of this notice once executed. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
