The U.S. Army Reserve 88th RD aims to reduce energy consumption and cost while increasing energy and water resilience at multiple facilities in Minnesota and Wisconsin. It is seeking additional Energy Conservation Measures that provide measurable savings, potentially including envelope, insulation, window, LED, geothermal, lighting, controls, renewable generation, retro-commissioning, water conservation, HVAC, battery storage, hydrogen fuel cell, and microgrid projects. Additional interests include re-tuning, building automation and controls, domestic hot-water replacement, plug-load reduction, water-leak detection, and other water-efficiency upgrades. The effort will evaluate cost-effective opportunities to modernize facilities, improve resilience, and support long-term energy and water goals under statutory authorities and DOE’s Fourth-Generation ESPC IDIQ contract.
