Edwards Air Force Base, CA Utility Energy Service Contract Request for Proposal: SP0604-21-R-0410 The Defense Logistics Agency (DLA) Energy, on behalf of Edwards Air Force Base (AFB), CA, plans to award a utility energy service contract (UESC). Pursuant to FAR 41.204(c) DLA Energy requests a proposal from eligible utility service company with a GSA Areawide Contract (GWAC) in the Edwards AFB area . Only one eligible utility service company with a GWAC in the Edwards AFB service area will be selected to execute this requirement. The resultant task order will be firm fixed price. DLA Energy’s authority is in accordance with the Federal Acquisition Regulation (FAR) 41.103(b), Utility Energy Service Contract, Energy Policy Act of 1992 (EPAct), codified as 42 U.S.C. 8256, and 10 U.S.C. 2913. Edwards Air Force Base (AFB) seeks energy conservation measures in all areas and 728 facilities covering approximately 7,182,840 square feet at Edwards AFB. The intent of this project is to progress toward its energy intensity goal, progress toward renewable goal, and inclusion of energy resilience. The Utility will also investigate other potential ECMs to assist in the cash flow capability to make a viable project that cash flows within the 25-year maximum term requirement. The selected Utility may propose other energy conservation measures (ECM) to present a comprehensive project.
