The U.S. Army (DA), through the Office of Energy Initiatives (OEI) and the office of Defense Logistics Agency Energy (DLA Energy), is seeking to determine the economic and engineering feasibility of competitive proposals from respondents for a system of various energy technologies for the purpose of providing additional energy generation capacity and enhancing energy resilience at Rock Island Arsenal (RIA). The DA is specifically interested in determining the viability of procuring reliable, locally generated (on-site), electricity from a Contractor-constructed, -owned, -operated, and -maintained energy generation facility via a Power Purchase Agreement (PPA) or a Lease for up to 30 years.
