Utilities Privatization of the Water System at U.S. Army Garrison-Hawaii (USAG-HI), Island of Oahu
DLA Energy, with the U.S. Army, plans to privatize the water distribution utility system at U.S. Army Garrison-Hawaii on the Island of Oahu, transferring ownership and responsibility to a selected contractor. The contractor will own, operate, maintain, repair, upgrade, and replace the system; provide continuous utility service to Government or tenant connections; and fund all required capital investments, furnishing all facilities, labor, materials, tools, and equipment. Real property interests will be conveyed through a Right to Access or Easement, with the utility system conveyed by Bill of Sale after a transition period to be determined by the Contractor. The requirement is unrestricted, all responsible sources are encouraged to offer, and other-than-small businesses must submit a subcontracting plan with their offers; market research is complete after a prior sources sought notice. Secure solicitation documents will be posted on SAM.gov and require special access, so interested vendors should begin the access process early and notify the contracting office of any access issues no later than September 29, 2026.
