DLA Energy and the U.S. Army plan to privatize the water utility system at U.S. Army Garrison – Hawaii on the island of Oahu, covering installations such as Schofield Barracks, Wheeler Army Airfield, Fort Shafter, Tripler Army Medical Center, and others. The selected contractor will assume ownership of the system and be responsible for operations, maintenance, repairs, and all capital investments to ensure reliable service. Real property interests will be conveyed via easement or right of access, with a bill of sale following a transition period. The solicitation is expected to be available on SAM.gov on or about September 24, 2026, with a pre-proposal conference estimated within 10 days of release. This is an unrestricted competitive action, and other-than-small businesses must submit a subcontracting plan with their offer.
