Utilities Privatization - Privatization of the Electric Utility System at Norfolk Naval Shipyard, VA

DLA Energy and the U.S. Navy plan to privatize the Electric Distribution utility system at Norfolk Naval Shipyard in Virginia. The selected contractor will assume full ownership, operation, and maintenance of the system, including all future upgrades and capital investments. The contractor will be responsible for providing all facilities, labor, and materials to ensure continuous and reliable utility service to the Government. There is a non-bid timeline: parties having issues accessing secure solicitation documents must notify the contracting office no later than September 19, 2025. The requirement is unrestricted, and all responsible sources are encouraged to submit an offer.
