This Notice is an essential step in determining market interest and feasibility in accordance with FAR Part 10 and is for information and planning purposes only. This Notice is solely for the Government's use as a market research tool. This Notice does not constitute a request for proposals, a solicitation or a request for quotes. If determined appropriate, then both a synopsis and a solicitation may be anticipated in the November 2020 timeframe. All responsible sources are encouraged to submit a response to this Notice. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received. This Notice shall not be construed as a commitment or authorization to incur costs in anticipation of an award. The Government is not bound to make any awards under this Notice. Interested parties should provide a statement of interest on company letterhead by no later than 3:00 pm EST on June 12, 2020. Responses are preferred via email, but hard copies will also be accepted. If the statement of interest will be provided via hard copy, please notify the primary or secondary point of contact identified herein. At a minimum, the statement of interest shall address the following criteria: (1) capability and experience in the ownership and/or leasing, operation and maintenance of an electrical distribution system; (2) financial capacity with regard to leasing or ownership interest, expansion, and operation of a utility system; (3) understanding of any applicable state or local utility law or franchise requirements and capability of complying with such requirements; (4) understanding of the federal, state and local environmental laws and regulations and its familiarity and experience with environmental compliance procedures and regulations for the state of Maryland; (5) a primary point of contact, including phone number and email address; (6) business size (other-than-small, small, or any subcategory of small business) relative to the NAICS codes 221122; and (7) status as a regulated or non-regulated utility. If you are interested in this effort, please provide the information requested above to the Defense Logistics Agency Energy (DLA Energy) Contracting Office. Requirement The Defense Logistics Agency Energy (DLA Energy) seeks to identify and obtain information from responsible sources in connection with the acquisition of utility services for the privatization of electric power distribution system (NAICS 221122) at Naval Support Activity South Potomac, Naval Support Facility (NSF) Indian Head, MD. Privatization is defined as the conveyance of a utility system to a municipal, private, regional, district or cooperative utility company or other entity. The conveyance may consist of rights, title and interest of the United States in the utility system(s). Utility Privatization (UP) will be accomplished in accordance with 10 U.S.C. § 2688 - Utility Systems: Conveyance Authority. It is intended that privatization will reduce the Government's life cycle costs. The resulting privatization will include ownership, operation, and maintenance of the system. The new owner shall operate and maintain the system and provide utility services to the Government. The Contractor/System Owner shall furnish all management, supervision, permits, equipment, supplies, materials, transportation and any other incidental items or services required for the complete ownership and provision of utility services by the use of these utility systems being privatized, including operation, maintenance, repair, upgrades and improvements to the utility systems. All responsibility for maintaining reliable service, including such items as environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower and overhead costs shall become the responsibility of the new utility system owner. Installation Description Founded in 1890, NSF Indian Head is the Navy’s first established presence in southern Maryland. Originally established as a gun test facility on the Potomac River, the mission has expanded and serves all branches of the military, ensuring operational readiness through a full spectrum, technical capability to rapidly transmit energetic products from concept through operational deployment. NSF Indian Head is in Charles County, Maryland, approximately 30 miles south of Washington, D.C. and encompasses 3,314 acres consisting of three main areas: Cornwallis Neck, Stump Neck Annex, and Bullitt Neck (Bullitt Neck is not included in this privatization effort). The principal facilities of NSF Indian Head are located on Cornwallis Neck, which is bounded on the west by the Potomac River, on the east by Mattawoman Creek, and on the north by the town of Indian Head. Cornwallis Neck includes Marsh and Thoroughfare Islands, in Mattawoman Creek. Additional facilities are located on nearby Stump Neck Annex. The NSF Indian Head military community represents a diverse and strategically important mix of research and development activities and operational support programs. System Description The electrical distribution system consists of all appurtenances physically connected to the system to the points of demarcation in two geographic locations: a) NSF Indian Head main base, and b) Stump Neck Annex. The system includes, but is not limited to substations, transformers, poles, conductors, cables, circuit breakers, meters, lightning arrestors, batteries and chargers, switchgear, voltage regulators, fuses, cabinets and panelboards, and backup generators. The NSF Indian Head electrical network comprises approximately 2,900 electrical poles of which 2,500 are located on Cornwallis Neck and 390 are located on Stump Neck Annex. AMI metering is provided at substations that capture the electrical consumption on most facilities. Main Base (Cornwallis Neck) NSF Indian Head electrical distribution system is primarily an overhead 13.2 kV delta distribution system. Electrical power for NSF Indian Head is provided by Southern Maryland Electric Cooperative (SMECO) originating from SMECO’s Mason Springs’ Substation. The SMECO utility line feeds the overhead disconnects at the Goddard (main) Substation. The single circuit splits into two incoming 66 kV circuits that terminate within the Goddard Substation. There are meters and backup meters for the entire site near the Goddard substation. The point of demarcation is the distribution side of the disconnect switches within the Goddard substation. The two utility lines are connected to the main substation transformers and two high voltage transmission lines connect to resistance grounded transformers. The feed from these transformers, operated in parallel, feed the NSF Indian Head main switching station. The switchgear is served from two substation service transformers, two diesel generators, and a Strauss CoGen Plant 4.6 MW gas turbine generator. The switchgear provides power to NSF Indian Head electrical distribution circuits, and the Strauss CoGen plant. The Strauss CoGen plant and its appurtenances are NOT being privatized under this contract, and the CoGen plant shall continue to be able to provide electricity to the electrical distribution system should the system be privatized. Total transformer capacity for the Goddard substation is 30/40/50 ONAN/ONAF/ONAF MVA at 13.8 kV. Stump Neck Annex Stump Neck Annex is a geographically dispersed site of approximately 1,100 acres, is bounded on the west by the Potomac River, on the north by Mattawoman Creek, on the south by Chicamuxen Creek and residential land, and on the east by residential land. The electrical supply and distribution system at Stump Neck Annex is a single overhead circuit at 12.47 kV, wye, 60 Hz from a SMECO distribution pole just outside the fence line near the main gate at a SMECO-owned metering pole. Stump Neck Annex facilities are fed mostly from an overhead distribution system with pole mounted transformers, and new facilities are fed by pad mount transformers. Secure Documents If sufficient interest is identified and this requirement proceeds in a competitive action, access to many solicitation attachments will be controlled. Select the method by which you wish to receive one-time security codes in the future. Note: The recommended method is Text message/SMS. As part of the registration process, you will be prompted to select a second authentication method. Once your login.gov user account is created, sign in at beta.SAM.gov and navigate to the solicitation using the “Search Contract Opportunities” link. Click on a controlled attachment to initiate your request for access. A “Secure Attachment” message will appear stating, “You are not on Authorized Parties List. To get added to the Authorized Parties List Contractors must submit DD Form 2345 or you can request for Request access.” Enter your “Reason for Access” and click Submit. You will be notified of the response to your request. Please note that you will now need to request access for each attachment individually – one request will not provide access to all controlled attachments. DLA Energy will review the request for access and the JCP certification of the requestor. Parties who already have JCP Certification are encouraged to verify their information in the JCP system at https://public.logisticsinformationservice.dla.mil/jcp/search.aspx . Incorrect information may result in rejection of request and delays in access to controlled documents. Instructions for obtaining JCP certification or for correcting a current JCP certification are as follows: Applicants for JCP certification are required to have a current DUNS Number, SAM registration, CAGE Code, and login.gov account Download the DD Form 2345, Military Critical Technical Data Agreement by clicking on a controlled attachment in the solicitation listing or by accessing the form through the link on https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/ or directly at https://www.esd.whs.mil/Portals/54/Documents/DD/forms/dd/dd2345.pdf. Complete the DD Form 2345. Instructions and an assistance guide for completing Block 4 of the form are attached to this posting. Submit a hard copy of the original form, together with all required documentation, to the Defense Logistics Information Service (DLIS), U.S./Canada Joint Certification Program (JCP), at the address listed on the form. Alternately, the completed, signed, and dated DD Form 2345 can be emailed as a .pdf file with supporting documentation to: jcp-admin@dla.mil. Please note that delays may be incurred if forms and/or required documentation are incomplete or incorrect. New and renewal applicants will be required to obtain JCP enhanced certification. The DLA Joint Certification Office will contact these applicants directly with additional instructions. Notify the DLA Energy Solicitation POCs of your request submission together with company name and CAGE Code used on the request form. JCP will return an approved and signed certified form, which will include your certification and expiration date.
