Port rudderstock has excessive movement, has grease leakage past the bearing seals, and makes unnatural noise as it shifts radially from side to side during operation. Based on conditions, this is a CAT 4 CASREP and needs to be reparid. This type of work is only done in dry dock and must be accomplished during the current EDSRA. Due to the USS STETHEM (DDG-63) operation schedule, an unusual and compelling urgency impedes for the solicitation and award of the above referenced work through full and open completion. This new work requires sufficient time to plan and must be integrated with the existing EDSRA work package to ensure the current undocking schedule of XXXX is met and that there is no mission capability degradation. The replacement of the rudder stock bearings has impact to critical path with the potential of impacting schedule if further delayed. Any further prolonged postponement in the award of RCC 1N would result in serious injury to the U.S. Government because the necessary repairs may not only cause substantial costs due to extending dry dock but may also prevent the ship to meet its scheduled operational commitments and cause other impacts. BAE Systems is the only ship repair company able to meet the Government’s urgent requirement to perform this work under such short notice, during the current EDSRA, in order for the USS STETHEM (DDG-63) to meet its fleet mission commitments.
