The Naval Air Systems Command, in support of PMA-261 CH-53 Heavy Lift Helicopters Program Office, intends to solicit a contract for negotiation with Sikorsky, A Lockheed Martin Company, on a sole source basis under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to complete the incorporation of engineering configuration changes for CH-53K SDTA 1-4 aircraft. The scope of this work includes tasks necessary for the incorporation of the engineering configuration changes, including Non-Recurring Effort, Aircraft Systems Engineering and Program Management, and installation of material and components. The intended contract will be issued as a new delivery order under the Basic Ordering Agreement N00019-19-G-0029. This requirement will be procured in accordance with statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that SAC is the only responsible source and no other type of equipment will satisfy Marine Corps requirements. SAC is the designer, developer, and sole producer of the CH-53K aircraft and the only known source that possesses the data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics of the CH-53K to fulfill this need in a timely manner.
