J&A to justify acquisition of the following services, under a contract modification, without providing for full and open competition. Program Name: Proliferated Warfighter Space Architecture (PWSA) Ground Management and Integration (GMI). Description of Services: The GMI effort is focused on systems engineering and cross segment integration; operations center and test infrastructure capability development; and operations, and maintenance (O&M) of the PWSA ground enterprise. Initial ground architecture development, systems engineering and cross segment integration, and operations center and test infrastructure instantiation under the Tranche 1 (T1) Operations and Integration (O&I) effort is a key building block and initial pathfinder to the PWSA GMI effort. Continued technical and operational support from General Dynamics Mission Systems (GDMS) is critical to ensure that the PWSA ground architecture and capabilities are available at the appropriate maturity and responsive to mission and operational needs. GDMS possesses foundational expertise and experience conceptualizing, developing, operating, and maintaining SDA’s ground architecture, including close coordination in the systems engineering, integration, and interface definition of space to ground requirements with spacecraft development vendors. SDA’s objective in continuing PWSA ground evolution based on extending the T1 O&I contract as the PWSA GMI contract with the same Contractor performer is to reduce technical and schedule risk associated with new spacecraft requirements, and the associated systems engineering, space vehicle launch and capability integration, and operations maturity needed to meet SDA’s strict test and readiness timelines. GDMS’s expertise will continue to be critical in meeting SDA’s future Tranche objectives in the 2023-2029 timeframe, to extend the PWSA ground to support new SDA space assets and the associated warfighter mission critical capabilities that will be delivered through their payloads.
