Amendment 2: The purpose of Amendment 2 is to correct a reference document citation in OT Attachment 1 - T1DES Statement of Work for requirement SV_SYS_53. The updated SOW will be sent to Offerors that previously requested the solicitation documents. (END OF AMENDMENT) Amendment 1 The purpose of Amendment 1 is to: Adjust antenna gain-to-noise temperature (G/T) requirements to allow greater variability over the field of view half-cone angles for receive portion of S-Band TACSATCOM and receive portion of UHF TACSATCOM (Classified SOW requirements STAC_SYS_25 and UTAC_SYS_26). Allow offerors to trade axial ratio magnitude for G/T margin (Classified SOW requirements UTAC_SYS_25 and UTAC_SYS_26). Update ‘OT Attachment 2 – Schedule of Milestones and Payments – Template’ to correct inconsistency with Program Solicitation. Per the Program Solicitation, the System Acceptance Review is a mandatory milestone for CLIN 1. The classified amendment document will be sent to Offerors that previously requested the solicitation documents. (END OF AMENDMENT) The Space Development Agency (SDA) is issuing this Program Solicitation for an Other Transaction (OT) prototype agreement for the Tranche 1 Demonstration and Experimentation System (T1DES) Program. T1DES leverages the low latency data transfer and beyond line-of-sight command and control infrastructure established by the T1TL program to field and connect additional space vehicles. These space vehicles will demonstrate and evaluate new mission payloads for proliferation in future tranches of the Transport Layer. This solicitation is for development, manufacture, test, launch integration, and deployment of the T1DES space vehicles, payloads, and mission-enabling ground systems. The SDA T1DES Program Solicitation is attached. For Attachment 1 (Statement of Work and Technical Requirements Document), Attachment 3 (Government-Furnished Items), and the T1DES Bidder’s Library, please send an email to osd.pentagon.ousd-r-e.mbx.sda-ps-22-03@mail.mil no later than 23 June 2022 at 12:00 pm EST with the subject line “SDA T1DES Solicitation Attachment Request.” Any Offerors that previously requested documents for the draft solicitation will receive the final solicitation documents and do not need to request them. Please include your organization’s CAGE code and location in your request. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis. SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt. If a US company does not have, at minimum, a Secret Level Facility, there must be an Active DUNS number for the company, along with a signed NDA on record at SDA, prior to the company receiving CUI materials. A foreign company must team with a US Prime Contractor company in order to receive any CUI materials directly from the US Prime Contractor company. See attachments for additional details.
