Amendment 4: The purpose of Amendment 4 is to clarify that the SOW Cross-Reference Matrix is not included in the basis of assessment for Factor 2 – Technical Solution, since submission of a SOW Cross-Reference Matrix is not required as part of this proposal. Amendment 3: The purpose of Amendment 3 is to include explicit guidance in the Program Solicitation that all proposals must include the Draft OT Agreement and the full set of Attachments 1-6 in Volume VI. Amendment 2: The purpose of Amendment 2 is to: - Extend the proposal submission deadline to 20 April 2022 - Provide clarification of the TRR-Cal milestone - Include additional parameters in the key parameters template (T1 Tracking Layer Key Parameter Specification Amendment 2.xlsx) provided in the T1 Tracking Layer Bidders' Library - Correct OT agreement attachment indexing throughout solicitation contents - Correct other minor editorial errors The updated version of Attachment 1 will be sent to all prior recipients of CUI solicitation materials via DoD SAFE, so there is no need to submit an additional request for these materials. Please also note that an update to the Tranche 1 Program Security Classification Guide will be issued to indicate that “Unclassified keying material” (item C.11 from Section XII) is Unclassified. Amendment 1: The purpose of Amendment 1 was to update the nominal T1 Tracking Layer constellation design specified in the Program Solicitation and to release the T1 NDSA CONOPS document in draft form as a reference for proposers. Original Posting Description: The Space Development Agency (SDA) is issuing this Program Solicitation for an Other Transaction (OT) prototype agreement for the Tranche 1 (T1) Tracking Layer. The T1 Tracking Layer prototyping effort will accelerate the NDSA capability to provide global, persistent indications, detection, warning, tracking, and identification of traditional and advanced missile threats, including hypersonic missile systems. The SDA Tranche 1 Tracking Layer Program Solicitation is attached. To receive Attachment 1 (Statement of Work and Technical Requirements Document) and the T1 Tracking Bidder’s Library, please send an email to osd.pentagon.ousd-r-e.mbx.SDA-PS-22-02@mail.mil with the subject line “SDA-PS-22-02 T1 Tracking Layer Request.” Please include your organization’s CAGE code and location in your request. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis. SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt. If a US company does not have, at minimum, a Secret Level Facility, there must be an Active DUNS number for the company, along with a signed NDA on record at SDA, prior to the company receiving CUI materials. A foreign company must team with a US Prime Contractor company in order to receive any CUI materials directly from the US Prime Contractor company. See attachments for additional details.
