Update the Draft OT Attachment 5 CSDR Plan to remove references to the Partner Payload Program (P3) Space Vehicles. The purpose of this amendment (03) is to make the following changes: Update attachment references in the GFE_GFI List, Program Solicitation, and Statement of Work to be consistent with the attachment file names. Remove the reference to the SOW Cross Reference matrix in the Program Solicitation, Section 3.3.1.2. The SOW Cross Reference matrix is not required to be submitted with this proposal. Update Attachment 7 Data Rights Table to use the same table format as contained in the Program Solicitation. Update the Program Solicitation with the changes made via previous amendments. (End of Amendment 03) The purpose of this amendment (02) is to delete the requirement in Section 3.2 to submit an additional copy of each volume and appendices and/or attachments. Only 1 copy is required. The purpose of this amendment (01) is to update the email address for requesting the Volume 6 Draft OT Agreement Attachment 1 (Statement of Work and Technical Requirements Document) and the T1TL Bidder’s Library. This solicitation requests Other Transaction (OT) proposals under the authority of 10 U.S.C. § 2371b for U.S. space industry builder-operator teams that will partner with SDA to jointly develop and operate the Tranche 1 Transport Layer (T1TL) as part of the National Defense Space Architecture (NDSA). The Government seeks to develop a prototype constellation of up to one hundred and twenty-six (126) T1TL SVs divided into six (6) orbital planes, to be awarded to multiple vendors, subject to available funding. Each Offeror shall propose to develop two (2) of the orbital planes, with the associated ground support and operations and sustainment capability. The T1TL Other Transaction Program Solicitation documents are attached. In order to receive the Volume 6 Draft OT Agreement Attachment 1 (Statement of Work and Technical Requirements Document) and the T1TL Bidder’s Library, please send an email to osd.pentagon.ousd-r-e.mbx.SDA-PS-22-0001@mail.mil with the subject line “SDA T1TL Program Solicitation Attachment Request.” Please include your organization’s CAGE code and location in your request. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis. SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt.
