Simulator Common Architecture Requirements and Standards (SCARS)
The Air Force is conducting a Sources Sought to assess industry capability and determine whether the SCARS C-Type contract will be unrestricted competition or a small business set-aside. The contractor must support SOC operations, remote assessment and authorization, software patching baseline integrity, a SCARS library, edge virtualization and modern deployment on SCARS on-premise equipment, network integration and management, MBSE, architecture standards governance, enterprise logistics and fielding, and data and security requirements. Performance is expected to begin in CY2030 with up to a six-month transition period leading to full operational performance in CY2031, under a notional structure of a 4-year base period, six 1-year options, and an optional 6-month extension. Anticipated contract types include Firm Fixed Price CLINs, cost-reimbursable CLINs for travel and studies/analysis tasks, and other CLINs of any authorized type. All projected dates and contract structures are notional and subject to change based on market research and acquisition strategy approval.
