This requirement is unrestricted and only qualified offerors may submit quotes. FOB Destination shall be FPO, AP 96540 The FLC - Yokosuka requires the following items, Meet or Exceed, to the following: LI 001: Located in upper Sasa Valley, Tank U-12 is a 50,000 BBL field-erected cut-and-cover Underground Storage Tank (UST) that was previously used to store RME. DFSP Guam is in the process of converting Tank U-12 from RME storage tank to F-76 storage tank. Tank U-12 has been drained to a low product level with approximately 1’ ¼” to 1’ ¾” of RME and slop (oily waste and sludge) remained that is considered extremely viscous and cannot be easily pumped out. In accordance with (IAW) 40 CFR 280.252(d)(1), unless a tank has been emptied to less than one-inch of product, annual tightness testing is required. DFSP Guam does not have sufficient RME to perform tank tightness testing at the moment., 1, jo; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. SOURCES SOUGHT NOTICE THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR QUATATION (RFQ) The intent of this notice is to conduct market research and identify potential contractors that are interested and capable of performing the work as described in the Brief Summary of Work below. This is a Sources Sought Notice only. This notice does NOT constitute an RFP or RFQ. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. BRIEF SUMMARY OF WORK: The Contractor shall furnish all necessary labor, materials, tools, supervision, equipment and all other incidentals necessary to remove and dispose of approximately 2,237 BBLs (93,954 gallons) of Residual Marine Extract (RME) and slope within Tank U-12 in support of subsequent Clean, Inspect, and Repair (CIR) efforts. Tank U-12 is located at Defense Fuel Support Point (DFSP) Guam. No more than one-inch of content shall remain at completion of removal work. Cleaning of tank is not required. Following the removal work, Contractor shall provide documentation certifying that the tank satisfies 40 CFR 280.70(a) definition of empty (<1” of product in the tank). SUBMITTAL REQUIREMENTS: Interested and capable contractors are requested to submit the following to the Contract Specialist, Timothy Karol at timothy.karol@fe.navy.mil with the following subject: “Source Sought - Tank U-12”: 1) COMPANY PROFILE to include all of the following: (a) Company name and address; (b) Company point of contact (including title, telephone and fax numbers and email address); and (c) CAGE code (if available). 2) RELEVANT EXPERIENCE: Provide a minimum of one and up to three projects completed within the last ten years that are similar in size, scope, and complexity to the current requirement. Submit the location of the work, a brief summary of the work, and statement of the firm’s involvement in the work (prime contractor, subcontractor, and approximate percentage of self-performance) for each project. 3) SUBCONTRACTORS (Optional): If applicable, provide established subcontractor arrangements or partnerships with other companies that your firm could potentially use in the execution of this requirement. Provide a brief description of each subcontractor and the nature and extent of your firms past, current, and planned future work together. 4) PWS COMMENTS /QUESTIONS (Optional): Submit any comments or questions that your firm may have regarding the PWS. The Government will consider them as it finalizes the PWS. The Government will not issue any updates to the Sources Sought with responses to any questions or comments received.
