The purpose of this notice is to make publicly available the justification and approval for the award of the subject sole source, firm fixed price purchase order under authority of FAR 16.505(b)(2)(i)(B). This purchase includes operational PLEO broadcast service carrying alternative position, navigation, and timing (ALTPNT, or ALTNAV) signals, with global coverage for fixed monitoring station sites as well as ancillary activites of reporting, service management for the operational service, and on-site operational support as directed. The satellite service will provide tactical communications to strategic forces. See redacted J&A attached.
