The Government requires a commercially managed global capability with failover coverage to support current and future MSC ships and land based capabilities with connectivity to commercial teleports (CTs) and terrestrial backhaul that will provide internet access and Voice over IP (VoIP) services in accordance with terms and conditions provided in paragraph 6 and in the technical specification. The government requires a modernization of the MSC fleet, allowing the fleet to leverage technologies, which are more efficient, economical, and offer increased capability, as they become available to market. The contractor shall maintain and operate commercial communications infrastructure, which includes satellite systems, teleport services, and terrestrial services. The purpose for this Special Notice (MSC NGW FOLLOW-ON DRAFT RFP) is to provide potential offerors and other interested parties in the commercial industry sector an opportunity to view the Government’s current intent to obtain the MSC NGW FOLLOW-ON services in support of the United States Navy MSC Program. Comments from commercial industry are solicited on the comprehensiveness and practicality of contract execution based on the contents of this MSC NGW FOLLOW-ON DRAFT RFP. At this point, the Government is not looking for, nor does it wish to receive, any type of proposal in response to this MSC NGW FOLLOW-ON DRAFT RFP. However, comments to this Draft RFP are encouraged and welcomed. (Additional information is provided in attachment.) Any proposal information received will be returned without review.
