To help mitigate this effect, the Contractor shall provide Manatee Observer(s) with adequate qualifications for this project. Adequate qualifications shall include demonstrated experience in coordinating manatee rescues, recognition of manatees exhibiting cold stress, as well as experience in monitoring manatee activity during in-water construction work. The Contractor shall be required to report manatee activity within the work area to the Contracting Officer as well as state and federal agencies throughout the duration of the project. In the event that manatee rescues are necessary, the Contractor shall also be required to coordinate with the Contracting Officer, the agencies, and possibly Sea World. The Corps shall reimburse Sea World for any rescues (not the Contractor).The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the Canaveral Lock Eastern Sector Gates Sandblasting Painting and Repairs Brevard County Florida project. The project is located at the Canaveral Harbor in Florida. The result of this market research will contribute to determining the method of procurement. There is no solicitation at this time. This request for capability information does not constitute a solicitation; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely the Small Business Community to include Section 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The Contractor will remove existing anodes and associated conduit and cable from the lock gates. The existing rectifiers will be reused. The contractor will hire a certified cathodic protection engineer to develop the design for the new cathodic protection system. The contractor will install new anodes and associated conduit and cable on the lock gates after they are sandblasted and painted. After rewatering the contractor will test the cathodic protection system and submit an O&M manual for it. The following is a general description of the anticipated work requirements: The Canaveral Lock Painting & Other Repairs project is to sandblast and paint the Eastern Gates (Gate 1 and Gate 3) of the lock. The East Gates are 25 feet high and each are carbon steel sector gates with a coal tar epoxy coating. To proceed with the repairs and rehabilitation, the East Gates are required to be dewatered using dewatering trusses and pumps. Gate appurtenances including fenders, cathodic protection system, and manatee protection system will be removed for coating and reinstalled. A containment system must be designed and implemented to control temperature and humidity during coating operations. Other work includes repairs to the impressed current cathodic protection system, replacement of gate seals, coating of embedded metals and sheave blocks, and minor metalwork repairs to sector gates.
