The proposed action is for one (1) service contract to be used in the development of Hazardous Waste Management activities within the Naval Medical Research Unit 6 (NAMRU-6) facilities located at Lima The Naval Medical Research Unit 6 (NAMRU-6) Environmental Office has a critical need to purchase one (1) service contract to be used in the development of Hazardous Waste Management activities to allow NAMRU-6 maintain compliance with Peruvian and U.S. Navy laws and regulations regarding collection, transportation, treatment and disposal of its hazardous waste during a year. NAMRU-6 is in the search for a solid waste operator company (EO-RS), registered in the General Direction of Environmental Health (DIGESA) of the Ministry of Health (MINSA) of Peru, to manage the technical and operational activities of collection, transportation, treatment and final disposal of hazardous waste generated in its facilities, located in the Department of Lima (district of Bellavista, Callao), Peru, as the following description: •- Hazardous Waste - Biohazardous and/or Sterilized •- Hazardous Waste - General: Chemicals, Glass, Batteries, Non-pathogenic sharps •- Hazardous Waste - Infectious •- Hazardous Waste - IQBF: IQBF Chemicals Further information is provided in the "PWS Lima - English 2019 - Agreement BPA - Hazardous Waste General" Procurement Work Statement document. If capable sources are not identified through this notice, then NAMRU 6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to the NGO Asociacion Rayos de Sol , for the requirements of NAMRU- 6. If capable sources are not identified through this notice, then NAMRU 6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to local company (PERU) TARIS SA , for the requirements of NAMRU- 6. This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to supply the required goods or perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
