The Defense Contract Management Agency (DCMA) intends to award a firm fixed price purchase order to a single source, University of Virginia (UVA), Charlottesville, Virginia for the Accelerated Master’s Degree Program in Systems Engineering (SE), in accordance with FAR 13.106-1(b)1(i) – Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. This purchase order is required to provide DCMA employees with a 12 month Accelerated Master’s degree in SE to federal participants nominated by DCMA. This program is designed to provide federal employees with the knowledge, skills, and experience to lead the engineering development of modern complex systems. These include the ability to integrate multidisciplinary system activities across a wide range of federal programs, and exposure to the broad technical literacy necessary to make the system-level tradeoffs between performance, cost, and schedule. A Memorandum of Understanding (MOU) between DCMA and the MITRE Corporation, a not for profit organization was established in 2018 to furnish a SE Fellowship Program for Federal Employees focused on a technical leadership experience in systems engineering for the benefit of the DCMA engineering community. MITRE has partnered with UVA to provide the 12 month Accelerated SE degree and no other vendor is authorized to provide the 12 month accelerated degree program, and no other product will suffice under the existing MOU. The period of performance for this purchase order is: May 11, 2020 – May 10, 2021 NAICS Code is 611310 and the size standard is $27.5 million This pre-solicitation notice of intent is NOT a request for competitive quotations; however, all expressions of interest received within three (3) days of the issuance of this notice will be considered by the government. Interested parties may identify their capability to provide the services prescribed within this notice, and should provide sufficient data for the government to determine they have been authorized to participate in the Fellowship Program with MITRE. A determination by the Government not to compete this proposed action is based solely on the market research findings and supporting documentation from the service provider and is at the sole discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement is achievable. This acquisition will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 13.106-1 (b).
