The Department of Contract Management intends to issue an RFQ in July 2023 for its requirement of a contractor to provide conference facilities or venue and support services to the DCMA Aircraft Operations Directorate within a 12 mile radius from Dulles International Airport (IAD). The venue will include meeting rooms, associated audiovisual equipment/supplies, associated miscellaneous services such as WiFi, and refreshments, and sleeping accommodations for participants from September 10, 2023 to September 15, 2023 for a training seminar, which will be outlined in the PWS within the RFQ. The venue shall include an area for registration of the attendees, lodging and room services, conference set up including audiovisual equipment, stage and speaker podium, daily cafeteria/buffet style meal service, refreshments, provide WiFi access, and daily coordination with the seminar group leader for the duration of the five day seminar. The period of performance for this requirement will cover September 10 – September 15, 2023, with the main execution dates of the seminar from September 11 – September 15, 2023. The seminar will support up to 250 DCMA Aircraft Operations personnel. Contract may utilize the following contract line item Nos: CLIN 0001 – Lodging, Meals and Incidentals for DCMA personnel (September 10 – 15, 2023 see the following breakdown). The cost for Lodging and Meals shall be based on the local Government per diem rates for the venue. Lodging and Meals: Nightly room usage at the facility and daily meals. Daily Meals will include Breakfast (B), Lunch(L), and Dinner(D) Sep 10 2023 – estimate 40 personnel (D Meal only) total 40 rooms Sep 11 2023 – estimate 40 personnel (B/L/D) and estimate 210 personnel (D Meal only) total 250 rooms Sep 12 2023 – estimate 250 personnel (B/L/D) total 250 rooms Sep 13 2023 – estimate 250 personnel (B/LD) total 250 rooms Sep 14 2023 – estimate 250 personnel (B/L/D) total 150 rooms (estimated 80 to check out) Sep 15 2023 – CHECK OUT estimate 150 personnel (B Meal Only) CLIN 0002 – 30 daily commuter attendance fees (local commuters daily conference fee – 10 people daily (30 total) from September 12 – September 14; includes lunch, refreshments and conference fee) CLIN 0003 – Venue Conference Support Package CLIN 0004 - Venue Audio_Visual_Wifi Package DCMA intends to set aside this requirement as a 100% small business set aside and award a purchase order for a period of performance September 10 through September 15, 2023. The Lowest Price Technically Acceptable evaluation methodology will be used to make an award on or about August 1, 2023. This is a pre-solicitation notice only.
